What is a qualifying out-of-state credential

A card or other physical document issued by another state or jurisdiction in the United States, where the qualifying out-of-state patient or caregiver is a resident, that allows the qualifying out-of-state patient to use cannabis for medicinal purposes in that state or allows the qualifying out-of-state caregiver to take responsibility for a qualifying out-of-state patient using medical cannabis in that state.
