Policies and Procedures for Connecticut's Adult-Use Cannabis Program

The latest edition of the Department’s Policies & Procedures for the regulation of medical and adult-use cannabis will become effective September 15, 2024.  

Many of the changes represent the incorporation of the medical marijuana program regulations so all rules concerning both the medical and adult-use cannabis markets can be found in one place. There are also new provisions to help facilitate industry compliance and operations. This list summarizes some important changes, but does not include all changes made to the Policies and Procedures.  

Each licensee is responsible for compliance with this edition of the Policies and Procedures starting on September 15, 2024. Licensees should read and familiarize themselves with both the summary and the full policies and procedures document.

These policies and procedures previously became effective on October 16, 2021. They were updated on January 26, 2022, August 5, 2022, September 28, 2022, July 1, 2023 and July 28, 2023. The original policies and procedures and the subsequent updates are available at eRegulations.ct.gov.

Within these policies and procedures are the provisions necessary to operationalize Connecticut’s medical and adult-use cannabis industry, including the parameters by which people licensed by the Department shall operate. These policies and procedures set forth consumer protections including product quality, safeguards for minors and security of product against diversion. Also included are the policies and procedures concerning home grow for qualifying patients that are 18 and older, as well as adults that are 21 and older.
