BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order
Acting Chairman Carolyn Futtner called the meeting to order at 10:06am.
Acting Chairman Futtner read the Introductory Statement and called the roll call. Four appellants were present, two appellants failed to appear. Three local Issuing Authorities were present along with the State.
Board Members Present: Acting Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Anthony Iaconis, Esq., Gudrun Johnson, Col. Chris Lewis, Chief Carl Rosensweig and Stephen Sanetti, Esq.
Board Members Absent: None
Acting Chairman Carolyn Futtner administered the oath.
Hearings: Six cases were heard in the following order:
1) Case No. 21-840-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Timothy Merrill represented the Local Issuing Authority, Mansfield Resident Trooper Office, Town of Mansfield.
Decision: By a majority decision, the Board voted in favor of the appellant. Acting Chairman Atty. Futtner, Dr. Conrad, Atty. Iaconis, Col. Lewis, Chief Rosensweig and Atty. Sanetti voted in favor of the appellant. Ms. Johnson voted in favor of the Local Issuing Authority. Vote was 6-1 in favor of the Appellant.
2) Case No. 21-037-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Legal Director Attorney Cynthia Isales represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.
3) Case No. 21-805-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Ofc. Michael Zmayefski represented the Local Issuing Authority, Town Manager Mary Calorio, Town of Killingly.
Withdrawal: The appellant withdrew her case.
4) Case No. 20-179-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by Paul Catalano, Esq. DESPP Legal Director Attorney Cynthia Isales represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses.
Decision: By a majority decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Acting Chairman Atty. Futtner, Ms. Johnson, Col. Lewis, Chief Rosensweig and Atty. Sanetti voted in favor of the State Issuing Authority. Dr. Conrad, and Atty. Iaconis voted in favor of the Appellant. Vote was 5-2 in favor of the State Issuing Authority.
5) Case No. 21-753-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Kenneth Keroack represented the Local Issuing Authority, Police Chief Fernando Spagnolo, Waterbury Police Department.
Motion: Board member Johnson made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear, motion was seconded by Col. Lewis, motion passed unanimously.
6) Case No. 20-414-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed appear. DESPP Legal Director Attorney Cynthia Isales represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Motion: Board member Chief Rosensweig made a motion for the State Issuing Authority, by default, due to the appellant failing to appear, motion was seconded by Ms. Johnson, motion passed unanimously.
Secretary’s Report:
Board member Ms. Johnson made a motion to accept the minutes from October 6, 2022, seconded by Dr. Conrad motion carried. Atty. Iaconis and Chief Rosensweig abstained.
Old Business: None
New Business:
1) Will visit the role of who sends the appellants the packets, the Board office or SLFU, within the next few months.
2) Collect classes to be given to Board members.
3) Motion made to approve 2023 schedule made by Ms. Johnson, seconded by Chief Rosensweig.
Adjournment: Chief Rosensweig made a motion to adjourn. Seconded by Ms. Johnson, motion carried. Meeting ended at 11:52am.
