BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order
Acting Chairman Carolyn Futtner called the meeting to order at 10:02am.
Acting Chairman Futtner read the Introductory Statement and called the roll call. Ten appellants were present, three appellants failed to appear. Seven local Issuing Authorities were present along with the State.
Board Members Present: Acting Chairman Carolyn Futtner, Esq., Dr. Cynthia Conrad, Gudrun Johnson, Col. Chris Lewis, Chief Carl Rosensweig and Stephen Sanetti, Esq.
Board Members Absent: Anthony Iaconis, Esq
Acting Chairman Carolyn Futtner administered the oath.
Hearings: Thirteen cases were heard in the following order:
1) Case No. 21-121-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.
Withdrawal: The appellant withdrew his case.
2) Case No. 21-795-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Kenneth Keroack represented the Local Issuing Authority, Chief Fernando Spagnolo, Waterbury Police Department with two witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Vote was 6-0 in favor of the Local Issuing Authority.
3) Case No. 21-775-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Executive Administrator Xiomara Bruder represented the Local Issuing Authority, Town Manager Jim Rivers, Town of Windham with one witness.
Withdrawal: The appellant withdrew his case.
4) Case No. 20-356-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Colin Milne represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing Authority.
5) Case No. 21-092-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.
Motion: Board member Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Chief Rosensweig, motion passed unanimously.
6) Case No. 21-088-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.
Motion: Board member Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Chief Rosensweig, motion passed unanimously.
7) Case No. 22-937-CD, involving the pending denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Chief Nicholas Boulter represented the Local Issuing Authority, Chief Nicholas Boulter, Simsbury Police Department.
Motion: Board member Johnson made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Chief Rosensweig, motion passed unanimously.
8) Case No. 21-792-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Beverly Carswell Esq. Lt. Brian Weir represented the Local Issuing Authority, Chief Michael Lombardo, Trumbull Police Department.
Withdrawal: The appellant withdrew his case.
9) Case No. 21-865-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Matthew DaSilva represented the Local Issuing Authority, Chief C. Colin McAllister. Naugatuck Police Department.
Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit at this time. Vote was 6-0 in favor of the Local Issuing Authority.
10) Case No. 21-062-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Colin Milne represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing.
11) Case No. 21-859-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Dep. Chief. Donald Olson represented the Local Issuing Authority, Chief Scott Sansom, East Hartford Police Department.
Motion: Board member Johnson made a motion for the appellant, due to no suitability concerns. Motion was seconded by Atty. Sanetti, motion passed unanimously.
12) Case No. 21-763-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Dep. Chief. Donald Olson represented the Local Issuing Authority, Chief Scott Sansom, East Hartford Police Department.
Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Acting Chairman Futtner, Dr. Conrad, Ms. Johnson and Chief Rosensweig voted in favor of the Local Issuing Authority. Col. Lewis and Atty. Sanetti voted in favor of the Appellant. Vote was 4-2 in favor of the Local Issuing Authority.
13) Case No. 21-102-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. DESPP Staff Attorney Colin Milne represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Vote was 6-0 in favor of the State Issuing.
