BOARD OF FIREARMS PERMIT EXAMINERS

TEAMS VIRTUAL HEARING
Call to Order
Chairman Frank P. Blando called the meeting to order at 10:00am.
Chairman Blando read the Introductory Statement and called the roll call. Six appellants were present, three appellants failed to appear. Seven local Issuing Authorities were present along with the State.
Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner. Esq. Dr., Cynthia Conrad, Anthony Iaconis, Esq., and Stephen Sanetti, Esq.
Board Members Absent: Gudrun Johnson, Col. Chris Lewis and Chief Carl Rosensweig
Chairman Frank P. Blando administered the oath to all witnesses individually.
Hearings: Nine cases were heard in the following order:
Discussion of an objection from Atty. Ralph Sherman on Case #21-354-D. After listening to the objection, Chairman Blando overruled the objection and ordered the Office Manager to email the complete packet to the Board members for review.
1) Case No. 21-300-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Dan Bontempo represented the Local Issuing Authority, Chief Eric Osanitsch, Windsor Locks Police Department.
Withdrawal: The appellant withdrew his case.
2) Case No. 21-622-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Det. Dan Bontempo represented the Local Issuing Authority, Chief Eric Osanitsch, Windsor Locks Police Department.
Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit at this time.
3) Case No. 21-287-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Kenneth Keroack represented the Local Issuing Authority, Chief Fernando Spagnolo, Waterbury Police Department.
Motion: Board Secretary Futtner made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Iaconis, motion passed unanimously.
4) Case No. 21-338-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Det. Joseph Legen represented the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.
Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Stratford to issue the permit.
5) Case No. 21-399-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Joseph Legen represented the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.
Motion: Board Secretary Futtner made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Iaconis, motion passed unanimously.
6) Case No. 19-410-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. DESPP Legal Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.
Motion: Board Secretary Futtner made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Dr. Conrad, motion passed unanimously.
7) Case No. 21-354-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman, Esq. Training Ofc Matthew DaSilva represented the Local Issuing Authority, Chief Steven Hunt, Naugatuck Police Department with one witness.
Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Naugatuck to issue the permit.
8) Case No. 20-012-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by Brian V. Altieri, Esq. DESPP Legal Staff Attorney Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the denial of the pistol permit.
9) Case No. 21-290-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Det. Leopold Clarke represented the Local Issuing Authority, Chief Jason Thody, Hartford Police Department.
Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Stratford to issue the permit.

Board Secretary Futtner made a motion to accept the minutes from October 7, 2021, seconded by Dr. Conrad, motion carried.
