MINUTES OF SPECIAL MEETING

Friday, July 29, 2011

9:30 a.m.

    A special meeting of the Governmental Accountability Commission was held Friday, July 29, 2011, in the State Elections Enforcement Commission conference room, 18-20 Trinity Street, Hartford, Connecticut. The meeting was called to order by the Chair, Carol Carson at 9:35 A.M. The following Commission members were present: Stephen F. Cashman, Colleen Murphy, Jeanne Milstein, Michelle Cruz, Wayne R. Keeney, Karen Netherton, Joseph Corradino.

1.      Approval of the Minutes of the July 1, 2011 Meeting

It was moved by Commissioner Milstein and seconded by Commissioner Corradino to approve the minutes of the July 1, 2011 meeting. So voted.

2.      Report of the Personnel Search Committee.

Chairwoman Carol Carson summarized the process as follows: The Executive Administrator position was posted to the state DAS website on July 8, 2011 with a filing deadline of Friday, July 15, 2011. A total of forty-five applications were received.

The applications were reviewed by members of the Personnel Search Committee who then met on July 22, 2011. At such meeting, seven applicants were chosen. On Thursday, July 28, 2011 seven candidates were interviewed and five were then chosen to be interviewed by the GAC.

The interviewees scheduled for the July 29, 2011 meeting are: Gloria Davis-Delancy, Michael J. Purcaro and Mitchell W. Pearlman. The interviewees scheduled for Monday, August 1, 2011 are: David L. Guay and Nancy L. Hadley.

3.      Interviews of candidates for the Position of Executive Administrator of the Office of Governmental Accountability.

The following candidates interviewed with the Governmental Accountability Commission: 9:35 a.m. Gloria Davis-Delancy

10:26 a.m. Michael J. Purcaro

11:28 a.m. Mitchell W. Pearlman

4.      Selection of not fewer than three candidates to submit to Governor Dannel P. Malloy

Discussion amongst the Commissioners that the selection was not to be made at this time as two candidates were schedule to be interviewed for Monday, August 1, 2011. The Commissioners further discussed that there could be a motion made at Monday’s meeting to discuss the candidates’ interviews in an executive session. Commissioner Murphy advised that the candidates will be contacted and provided the option to have their specific interview discussed in public session. Chairwoman Carson noted that advice was provided to the personnel search committee regarding the application of the Code of Ethics in cases where members of the personnel search committee and/or the Commission know an applicant. 

Adjournment

It was moved by Commissioner Cashman and seconded by Commissioner Corradino to adjourn the meeting at 12:09 p.m. So voted. Unless otherwise indicated, all votes of the Commission were unanimous.
