Call to Order

Secretary Knapp called the meeting to order at 12:00pm.

Knapp called the roll call, 12 appellants were present, 1 appellant was absent, State Issuing Authority was present and 3 local Issuing Authorities were absent.

Secretary Knapp called for a motion to accept the minutes. Overturf made the motion to accept the August 11, 2011 minutes, Tramadeo seconded the motion, motion carried.

Chairman Corradino arrived at 12:10pm.

Chairman Corradino read the Introductory Statement and Administered the Oath to all witnesses.

Board Members Present: Mr. Arthur Carr, Chairman Joseph T. Corradino, Esq., Chief T. William Knapp (Ret.), Colonel Kyle E. Overturf and Mr. Kenneth V. Tramadeo.

Board Members Absent: Mr. M. Peter Kuck

Cases scheduled for hearings:

1) Case No. 11-87-R, Luis Collazo involving the revocation of his pistol permit to carry pistols and revolvers. Attorney John R. Hyde represented the appellant. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his appeal.

2) Case No. 11-108-R, Francisco Vincenty, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a unanimous decision, the Board members voted to overturn the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection. The Board voted for the appellant to be reinstated his pistol permit.

3) Case No. 11-15-R, Nicholas Regis, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant failed to appear. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Decision: By a unanimous decision, the Board members voted to uphold the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, by default, due to the appellant’s failure to appear.

4) Case No. 11-24-R, Jay Ginewsky, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board members voted to uphold the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, at this time.

5) Case No. 11-99-R, Dion Harvey, involving the revocation of his pistol permit to carry pistols and revolvers. Attorney Eric C. Coleman represented the appellant. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his appeal due to pending charges.

6) Case No. 11-28-R, John Wallen, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board members voted to uphold the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, at this time.

7) Case No. 11-134-R, Peter Cavarnos, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Agreement: The State Issuing Authority and the appellant agreed that the pistol permit would be reinstated on March 8, 2012 as long as there are no further incidents or disqualifiers while waiting. The appellant will be placed at the top of the appeal waiting list should he not receive his permit at the end of the agreement.

8) Case No. 10-313-R, Reginald Blakley, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a majority, the Board members voted to uphold the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection. Members Corradino, Knapp and Overturf voted in favor of the State Issuing Authority, at this time. Members Carr and Tramadeo voted in favor of the appellant.

9) Case No.  11-13-R, Ghislain Fortin, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Withdrawal: Secretary Knapp informed the Board that the appellant, Mr. Fortin, withdrew his appeal prior to the hearing due to a current protective order, therefore the Board is unable to provide him with relief and his case is dismissed.

10) Case No. 11-44-R, Tereia Ashman, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant failed to appear.  Lt. David Rosado represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Decision: By a unanimous decision, the Board members voted to uphold the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, by default, due to the appellant’s failure to appear.

11) Case No. 11-151-D, Jeanne Welsh, involving the denial of a temporary pistol permit to carry pistols and revolvers. Attorney Christopher G. Santarsiero represented the appellant. The local Issuing Authority, Chief Jeffrey W. Cossette, Meriden Police Department, or his representative failed to appear. 

Decision: By a unanimous decision, the Board members voted to issue a temporary pistol permit to the appellant, by default, due to the local Issuing Authority, Chief Jeffrey W. Cossette, Meriden Police Department and/or a representative failing to appear.

12) Case No. 11-45-D, Norberto Sanchez-Gonzalez, involving the denial of a temporary pistol permit to carry pistols and revolvers.  The appellant appeared on his own behalf. The local Issuing Authority, Chief Daryl Roberts, Hartford Police Department, or his representative failed to appear. 

Decision: By a unanimous decision, the Board members voted to issue a temporary pistol permit to the appellant, by default, due to the local Issuing Authority, Chief Daryl Roberts, Hartford Police Department or and/or a representative failing to appear.

13) Case No. 11-147-D, Joshua Dudley, involving the denial of a temporary pistol permit to carry pistols and revolvers involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  The local Issuing Authority, Chief Todd J. Lawrie, Clinton Police Department, or his representative failed to appear. 

Decision: By a unanimous decision, the Board members voted to issue a temporary pistol permit to the appellant, by default, due to the local Issuing Authority, Chief Todd J. Lawrie, Clinton Police Department or and/or a representative failing to appear.
