A. Call to Order
Chairman Corradino called the meeting to order at 12:00pm and called the roll call of appellants and Board Members.
8 appellants were present and 2 appellants were absent.
Board Members Present: Chairman Joseph T. Corradino, Esq., Peter Kuck, Colonel Kyle E. Overturf, Mr. Kenneth V. Tramadeo.
Board Members Absent: Mr. Arthur C. Carr and Chief T. William Knapp (Ret.)
Chairman Corradino read the Introductory Statement and Administered the Oath to all witnesses.
B. Cases scheduled for hearings:
1) Case No. 10-183-R, Brian Raab, involving the revocation of his State pistol permit to carry pistols and revolvers. Attorney Neal Rogan appeared on behalf of the appellant. Sgt. Seth Mancini, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Agreement: The appellant, Mr. Raab, Attorney Neal Rogan and the Sgt. Seth Mancini for the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, agreed the appellant would withdraw his appeal and will be reissued his permit on May 13, 2011.
2) Case No. 10-281-R, Ryan Warner, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Seth Mancini, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Agreement: The appellant, Mr. Warner and the Sgt. Seth Mancini for the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, agreed the appellant would withdraw his appeal and will be reissued his permit on May 13, 2011.
3) Case No. 10-270-R, Jason Allaire involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf with two witnesses. Sgt. Seth Mancini, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety with one witness.
Decision: By a unanimous decision, the Board members voted to overturn the decision of the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, and to have Mr. Allaire’s State pistol permit reinstated.
4) Case No. 10-319-D, Gregory Smith involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Seth Mancini, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Withdrawal: The appellant, Mr. Smith, withdrew his appeal and will reapply for a new permit after his conditional pardon is complete.
5) Case No. 10-267-R, Sunday Oyeniya, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Seth Mancini, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Decision: By a unanimous decision, the Board members voted to uphold the decision of the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, by default due to the appellant, Mr. Oyeniya, failing to appear.
6) Case No. 10-274-R, Van Haley, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Seth Mancini represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Decision: By a unanimous decision, the Board members voted to uphold the decision of the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, by default due to the appellant, Mr. Haley, failing to appear.
7) Case No. 10-292-D, Robert Caron involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. First Selectman James Hayden represented the local Issuing Authority from the town of
Agreement: Appellant withdrew appeal and will reapply for a new permit with correct information. If there are no further disqualifying factors the temporary pistol permit will be issued on or before July 11, 2011.
8) Case No. 10-236-D, Daren Hall involving the denial of a temporary pistol permit to carry pistols and revolvers. Attorney Ralph D. Sherman represented the appellant with three witnesses. Deputy Chief Donald Hull represented the local Issuing Authority, Chief Chris Arciero, Canton Police Department.
Decision: By a unanimous decision, the Board members voted to overturn the decision of the former local Issuing Authority, Chief Chris Arciero, Canton Police Department and voted for Mr. Hall to be issued his temporary pistol permit.
9) Case No. 10-241-D, Geoff Kishel involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Resident Trooper James Tilley represented the local Issuing Authority, First Selectman Robert Morra of the Town of
Agreement: Appellant withdrew appeal and will reapply for a new permit with correct information. If there are no further disqualifying factors the permit will be issued on or before August 11, 2011.
10) Case No. 10-322-D, Mark Bedell involving the denial of a temporary pistol permit to carry pistols and revolvers. Attorney Ralph D. Sherman represented the appellant. Officer Peter Parks represented the local Issuing Authority, Chief Keith Mello, Milford Police Department.
Continued: By a unanimous decision, the Board voted to continue the case until July 14, 2011 as agreed to by the appellant, Mr. Bedell represented by Attorney Sherman and the local Issuing Authority, Chief Mello, Milford Police Dept. represented by Officer Parks.
C. Secretary’s Report:
1) Tramadeo made a motion to approve the April 28, 2011 Minutes as written. Kuck seconded the motion, Motion carried.
