DRAFT MINUTES OF SPECIAL MEETING

Tuesday, December 20, 2011

2:00 p.m.

          A special meeting of the Governmental Accountability Commission was held Tuesday, December 20, 2011, in the State Elections Enforcement Commission conference room, 18-20 Trinity Street, Hartford, Connecticut. The meeting was called to order by the Chair, Carol Carson at 2:02 P.M. The following Commission members were present: Stephen F. Cashman, Colleen Murphy, Jeanne Milstein, Karen Netherton, Michelle Cruz and Joseph Corradino.

1.      Approval of the Minutes of the November 1, 2011 Meeting

It was moved by Commissioner Corradino and seconded by Commissioner Milstein to approve the minutes of the November 1, 2011 meeting. So voted.

2.      Report of the Executive Administrator David Guay regarding Status of Consolidation.

OGA Executive Administrator Guay, provided a brief report on the consolidation status and actions taken by the Office of the Executive Administrator (OEA).

Mr. Guay concluded that everything the OEA has done over the last twelve weeks has presented both a challenge and the opportunity to further define this new model of approach to consolidation.

Commissioners discussed the status of the consolidation in each of the divisions.

3.      Review of Draft Report Due January 2, 2012

Commissioners discussed the draft report prepared by Mr. Guay.  The following matters were discussed: the legislative recommendations of the draft report; concerns regarding the consolidation of IT; the development of communications between Mr. Guay and the division heads; the evaluation of Mr. Guay; the impact of the consolidation on the constituent divisions; whether the OGA is one agency with nine parts or nine individual agencies with an overriding support mechanism; and the budgetary autonomy of the divisions. 

Following discussion, the Commission agreed that each division will submit by Friday, December 23, 2011 its section of the report, which will:

·        provide recommendations/edits/suggestions regarding the draft report,

·        address the effect of the consolidation on its operation,

·        identify the gaps that exist as a result of the consolidation, and

·        suggest proposals to close those gaps. 

Representatives of each division, pursuant to P.A. 11-48, § 60(b), will meet on 10 a.m. on Tuesday, December 27, 2011 to discuss the finalization of the report.

Adjournment

It was moved by Commissioner Corradino and seconded by Commissioner Cashman to adjourn the meeting at 3:31 p.m. So voted. Unless otherwise indicated, all votes of the Commission were unanimous.
