A. Call to Order
Chairman Corradino called the meeting to order at 12:00pm and called the roll call of appellants and Board Members.
8 appellants were present and 3 appellants were absent.
Board Members Present: Mr. Arthur C. Carr, Chairman Joseph T. Corradino, Esq., Chief T. William Knapp (Ret.), Mr. M. Peter Kuck, Colonel Kyle E. Overturf, Mr. Kenneth V. Tramadeo.
Board Members Absent: none
Chairman Corradino read the Introductory Statement and Administered the Oath to all witnesses.
B. Cases scheduled for hearings:
1) Case No.10-258-R, Randall Fitzpatrick, involving the revocation of his State pistol permit to carry pistols and revolvers. Attorney Ralph D. Sherman appeared on behalf of the appellant. Sgt. Andrew Matthews, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Withdrew: The appellant, Mr. Fitzpatrick through Attorney Ralph D. Sherman and the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, agreed the appellant will be reissued his permit on July 13, 2011, 2011, so long as there are no other incidents that are detrimental to his suitability.
2) Case No. 10-271-R, John Okolvitch, involving the revocation of his State pistol permit to carry pistols and revolvers. Attorney Vincent L. Noce, Jr. represented the appellant. Sgt. Andrew Matthews, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety with one witness.
Decision: By a majority, the Board voted to uphold the decision of the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety, the revocation of Mr. Okolvitch’s permit at this time. Carr, Corradino, Knapp, Overturf and Tramadeo voted for the Issuing Authority at this time. Kuck voted for the appellant.
3) Case No. 10-216-R, Jeremy Rankin, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Andrew Matthews, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Decision: By a unanimous decision, the Board members voted to uphold the decision of the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety by default, due to the appellant's failure to appear.
4) Case No. 110-253-R, Michael Molnar, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Andrew Matthews, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Decision: By a unanimous decision, the Board members voted to uphold the decision of the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety by default, due to the appellant's failure to appear.
5) Case No.10-262-R, William Mike, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Andrew Matthews, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Withdrew: The appellant, Mr. Mike, withdrew his appeal due to a pending protective order.
6) Case No. 10-279-R, James Gigliotti, involving the revocation of his State pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Andrew Matthews, represented the Issuing Authority, Commissioner Reuben F. Bradford, Department of Public Safety.
Withdrew: The appellant, Mr. Gigliotti, withdrew his appeal due to a pending criminal matter.
7) Case No. 10-265-D, Justin Peters, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Albert Costa represented the local Issuing Authority, Chief Louis Fusaro, Norwich Police Department.
Decision: By a unanimous decision, the Board members voted to overturn the decision of the local Issuing Authority, Chief Louis Fusaro, Norwich Police Department and voted for Mr. Peters to be issued his temporary pistol permit.
8) Case No. 10-288-D, Robert Blouin, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Officer Kimberly Lauria represented the local Issuing Authority, Chief Drumm, Madison Police Department.
Decision: By a unanimous decision, the Board members voted to overturn the decision from the local Issuing Authority, Chief John C. Drumm, Madison Police Department and voted for Mr. Blouin to be issued his temporary pistol permit.
9) Case No.10-263-D, Tikkie Woods, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. The local Issuing Authority, Chief Frank Limon, or a representative of the New Haven Police Department failed to appear.
Decision: By a unanimous decision, the Board members voted to overturn the decision of the local Issuing Authority, by default, due to the local Issuing Authority Chief Frank Limon, New Haven Police Department failure to appear.
10) Case No.10-268-D, Michael Pepe, involving the denial of a temporary pistol permit to carry pistols and revolvers. Attorney Ralph D. Sherman represented the appellant. Lt. M. Shanley represented the local Issuing Authority, Chief John Daly, Southington Police Department.

11) Case No. 10-252-D, Andrew Klotsche, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Kirschner represented the local Issuing Authority, Chief James DiCarlo, North Haven Police Department.
Agreement: An agreement was reached between the appellant, Mr. Klotsche, and the local Issuing Authority, Chief James DiCarlo, represented by Sgt. Mark Kirschner of North Haven Police Dept., to issue a temporary permit by May 15, 2011 or earlier, after the appellant provides a copy of his employer’s drug testing policy.
C. Secretary’s Report:
1) Tramadeo made a motion to approve the April 14, 2011 Minutes as written. Overturf seconded the motion, Motion carried.
2) By a unanimous decision, the Board members voted to dismiss the following 12 dormant cases for failure to pursue the appeal:

D. Cases resolved. Chief Knapp reported to the Board that 12 cases were resolved prior to the hearing.
Motion to adjourn: Kuck made a motion to adjourn, Tramadeo seconded the motion, motion carried. The meeting adjourned at 2:12pm.
