Attorney General Deeply Disturbed By Ruocco's Arrest, Calls For Review Of State Contracts With His Companies

September 16, 2009

"I am deeply disturbed, but unsurprised by today's federal indictment of Frank Ruocco, owner of Earth Technology, Inc. Since 2004, my office has repeatedly investigated Ruocco and ETI, finding that his company improperly provided deeply discounted construction services to employees at DEP while it had contracts with the agency and other abuses.

"The state must consider closely and promptly whether this company should be receiving state business, indeed whether it can be a state contractor. My office will contact DOT and DAS to discuss current state contracts with ETI and what impact Ruocco's indictment may have on them.

"At present there are only allegations, but if there is a conviction or a guilty plea, the state should swiftly debar Ruocco and his companies, preventing them from receiving any state contracts.

"I commend and thank the U.S. Attorney's Office and the FBI for their excellent work."
