Plan Adoption Process
In December 2003, OPM published the Draft Conservation and Development Policies Plan for Connecticut , 2004-2009 for public review and comment. This revision introduced six Growth Management Principles and associated policy recommendations intended to better integrate state planning functions across agency lines and to provide a more prescriptive advisory tool for municipalities and Regional Planning Organizations (RPOs) when they revise their own plans. The Draft Plan, which comprises both the text and the Locational Guide Map, was developed over a two-year period in which municipalities and RPOs were given multiple opportunities to provide input.
During January and February of 2004, OPM, in cooperation with the RPOs, held seven public hearings throughout the state on the Draft Plan. After the thoughtful and careful consideration of all comments received during the public review period, OPM published the Recommended Conservation and Development Policies Plan for Connecticut , 2004-2009. The Recommended Plan was submitted to the Continuing Legislative Committee on State Planning and Development (Continuing Committee) on March 15, 2004.
The Continuing Committee held a public hearing on the Recommended Plan on April 7, 2004 . At the conclusion of its hearing, the Continuing Committee instructed OPM staff to address additional comments received at the hearing and did not take formal action on the Recommended Plan. After reviewing OPM’s subsequent recommendations, the Continuing Committee voted favorably on April 20th to move the Recommended Plan out of committee so that the General Assembly could act on it during the 2004 session.
Ultimately, the General Assembly opted to postpone the adoption of the Recommended Plan so that the Continuing Committee could have more time to consider public comment. Pursuant to Section 2 of Public Act No. 04-248, the General Assembly directed OPM to resubmit the Recommended Plan to the Continuing Committee on or before December 1, 2004.
OPM resubmitted the Recommended Plan to the Continuing Committee on November 22, 2004. The Continuing Committee held a public hearing on February 7, 2005. On March 14, 2005, the Continuing Committee voted favorably to move the Recommended Plan out of committee for consideration by the General Assembly.
On May 27, 2005 the Connecticut House of Representatives voted in favor of adopting the Recommended Plan, and on June 2, 2005, the State Senate also voted to adopt the Recommended Plan. In accordance with Section 12 of Public Act No. 05-205, the Conservation and Development Policies Plan for Connecticut 2005-2010 is now in effect.
