7/14/2020:  The executive order summary has been updated to reflect Executive Orders 7EEE, 7FFF, and 7GGG and the housing and homeless services guideline has been updated to reflect EO 7GGG and guidance from WHO and CDC.

7/13/2020:  The town facility re-opening and animal control best practices guidelines have been updated.

7/6/2020:  The town facility re-opening best practices guideline has been updated. 

6/29/2020:  The housing and homeless services guideline has been updated to reflect Executive Order 7DDD and the Governor's 6/29/2020 announcement regarding regarding assistance for renters, homeowners, and residential landlords impacted by the COVID-19 emergency.

6/26/2020: A request has been submitted seeking CARES Act funding to support new research and outreach to address the delivery of state and local services in response to the COVID-19 pandemic.

Municipal Best Practices Guidelines

The ACIR is compiling best practices guidelines to assist municipalities in their response to the disruptions of the COVID-19 pandemic.  The goal of this effort is to provide local officials with solutions that meet local needs and are in sync with state expectations.  Guidelines will be updated as needs change or as new approaches are identified.  Suggestions are welcomed.  The ACIR appreciates guidance provided by a number of state-wide organizations, the General Assembly’s Office of Legislative Research, and state agencies.

Commission Description

The Advisory Commission on Intergovernmental Relations (ACIR) is a 24-member agency of the State of Connecticut created in 1985 to study system issues between the state and local governments and to recommend solutions as appropriate. The membership is designed to represent the state legislative and executive branches, municipalities and other local interests, and the general public.

The role of ACIR, as contained in Section 2-79a of the Connecticut General Statutes, is to: (1) serve as a forum for consultation between state and local officials; (2) conduct research on intergovernmental issues; (3) encourage and coordinate studies of intergovernmental issues by universities and others; and (4) initiate policy development and make recommendations to all levels of government.

The Commission is supported by the Office of Policy and Management (OPM) and is located at 450 Capitol Avenue - MS#54ORG,  Hartford, Connecticut 06106-1308.
