The Southeastern Connecticut Council of Governments is looking for proposals to prepare a joint land use study (JLUS) implementation project for Naval Submarine Base New London consisting of a land use, zoning and transportation study for the town of Groton; and a regional analysis and long-range plan to accommodate growth and address compatibility issues related to the anticipated expansion of submarine shipbuilding in the region, specifically in the areas of housing and transportation. Responses to the RFP/RFQ are due Aug. 31. … The second part of the project is needed to help the region prepare to accommodate a surge of new residents as the workforce at Electric Boat, located in Groton, Conn., is projected to grow by 5,000 within 10 years to meet new demand for the production of Virginia-class and Columbia-class submarines. Sen. Chris Murphy (D-Conn.) helped secure an additional $182,000 from the Office of Economic Analysis to assess how the influx could strain the housing supply, roadways and public transit system. “This study is a good first step to make sure we’re ahead of the game when it comes to addressing these critically important housing and infrastructure needs in southeastern Connecticut,” Murphy said in a written statement. He raised the issue about the lack of available affordable housing for sailors at the sub base and workers at Electric Boat during a hearing of the Senate Military Construction-Veterans Affairs Appropriations Subcommittee earlier this year.
