The Office of Health Strategy (“OHS” or “Office”) is seeking a contractor with expertise in healthcare markets and economics, advanced health data analytics and healthcare systems planning to conduct two separate healthcare market analyses. The first phase of the project is a review of the impact of Connecticut hospital consolidations over the past five years on the healthcare market including a utilization and cost impact analysis. The second phase of the project is a detailed Connecticut healthcare market analysis to assess the current climate and make projections/plans and recommendations for needed regulations, staffing needs, appropriate pricing, and gaps in the market that are not regulated but may need future regulation

Prevention Service Initiative Awards for Healthcare Organizations RFP - Due by October 10, 2018
Through this competitive procurement, the State of Connecticut is making available awards to healthcare organizations who are currently participating in the Prevention Service Initiative (PSI). The total pool of funding for this RFP is $1,000,000. The Prevention Service Initiative awards will enable participating Advanced Networks and FQHCs, hereafter referred to as “healthcare organizations,” to enter into financial contractual arrangements with community based organizations (CBOs) participating in the PSI. The Office of Health Strategy (OHS) seeks subject matter experts to support the State Innovation Model (SIM) initiative. The subject matter experts will provide consultation on an as-needed basis, primarily in support of the Community & Clinical Integration Program (CCIP), however, consultation may be requested for other OHS initiatives as-needed. CCIP is comprised of evidence-based care delivery standards that participating Advanced Networks and Federally Qualified Health Centers receive support to achieve. CCIP promotes care delivery transformation across accountable physician networks to deliver better care that results in better health outcomes at lower costs for Medicare, Medicaid, and commercial plan enrollees. Payment Parity and Behavioral Health Coverage by Private Insurers Study RFP
The Office of Health Strategy is seeking a contractor to: 1. Study the rates at which health carriers delivering, issuing for delivery, renewing, amending or continuing individual and group health insurance policies in the state, and third-party administrators licensed under section 38a-720a of the general statutes, reimburse health care providers for covered physical, mental and behavioral health benefits. 2. Study to determine whether payment parity exists between (1) providers of behavioral and mental health services and providers of other medical services in the private insurance market, (2) such providers within the HUSKY Health program, and (3) HUSKY Health program behavioral and mental health providers and their counterparts in the private insurance market.
