EXECUTIVE ORDER NO. SIX

WHEREAS, it is beneficial to the State of Connecticut to promote harmonious working relationships between itself, as an employer, and its managerial employees; and 

WHEREAS, the value of managerial employees is recognized as being crucial to the efficient and effective administration of the business of State government; and

WHEREAS,  the Management Advisory Council, an experimental and unique concept of allowing managerial employees to meet through elected representatives, to discuss topical issues, and exchange ideas in order to benefit the leaders of State government, their fellow employees, and the citizens of Connecticut, has completed over two years of successful operation..

Now, therefore, I, William A. O’Neill, governor of the State of Connecticut, acting by virtue of the authority vested in me by the Constitution and the statutes of this State, do hereby ORDER and DIRECT:

  1. The Commissioner of Administrative Services and the Secretary, Office of Policy and Management, to establish the Management Advisory Council to advise said Commissioner and Secretary in the development and implementation of managerial employee policies and programs.
  2. The hereby established Management Advisory Council to provide the Commissioner of Administrative Services and the Secretary, Office of Policy and Management with advice concerning the needs of those State employees who are assigned to the management pay plan and those State employees who are senior executive service managers.
  3. The hereby established Management Advisory Council to advise the Commissioner of Administrative Services and the Secretary, Office of Policy and Management, regarding areas such as, but not limited to, management and career development and training, quality of State government, benefits and the establishment of viable mechanism for the exchange of ideas.
  4. This order shall take effect immediately.
