The above captioned matter was scheduled for hearing on October 16, 1978, at which time the complainant and the respondents appeared and presented evidence and argument on the complaint.

      During the proceeding, the parties agreed to attempt to resolve the matter and the issuance of the hearing officer's report was postponed to allow negotiations between the parties to proceed.

      Subsequently, a settlement was negotiated.  An application to the Superior Court for a permanent injunction, which had resulted in a temporary injunction preventing access to certain records requested by the complainant, was withdrawn.  On April 11, 1980, the complainant herein withdrew his complaint.
