     TO: State of Connecticut; and Commissioner of the State Police Department of the State of   Connecticut, as Respondents; and CBS News and Paul L. Lowenwarter, as Complainants 
    
     This will serve as notice of the final decision of the Freedom of Information Commission in the above matter, as provided by ยง4-183(b), G.S.  At its meeting of February 13, 1980 the Commission adopted the proposed finding and order of the hearing officer as the finding and order of the Freedom of Information Commission.
