     The above-captioned matter was heard as a contested case on October 27, 2014, at which time the complainant and the respondents appeared and stipulated to certain facts. The case was consolidated for hearing with Docket #FIC 2014-117, Connecticut Criminal Defense Lawyers’ Association v. Robert Powers, Director, Controlled Substances Toxicology Laboratory et al.
     The parties requested an extension of time until January 26, 2015 in order to resolve the complaint.  On January 23, 2015, the complainant notified the Commission that he withdrew the complaint, having received satisfactory disclosure with regard to all requested documents, with the exception of a category of documents under security review.  As to those documents, the complainant represented that he would continue to work with the respondents, and file a separate complaint if necessary.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is dismissed.
