     A regular meeting of the Freedom of Information Commission was held on February 8, 2012, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:13 p.m. with the following Commissioners present:

     Commissioner Norma E. Riess, presiding
     Commissioner Sherman D. London
     Commissioner Owen P. Eagan
     Commissioner Amy J. LiVolsi
     Commissioner Jay Shaw (participated via speakerphone)
     Commissioner Jonathan J. Einhorn
     Commissioner Matthew Streeter

     Also present were staff members, Colleen M. Murphy, Mary E. Schwind, Clifton A. Leonhardt, Tracie C. Brown, Lisa F. Siegel, Valicia D. Harmon, Paula S. Pearlman, Cindy Cannata and Thomas A. Hennick.

     Executive Director Colleen M. Murphy administered the oath of office to new commissioner Matthew Streeter.

     William Connelly participated via speakerphone. Attorney James Neil appeared on behalf of the respondents. The Commissioners unanimously voted to adopt the Hearing Officer’s Report. The proceedings were recorded digitally.
Jose Arcia v. Chief, Police Department, City of Bristol; and Police Department, City of Bristol
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Ian Wright v. Chief, Police Department, City of Bridgeport; and Police Department, City of Bridgeport
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
The Connecticut Resources Recovery Authority v. Chief Executive Officer, The Metropolitan District Commission; and The Metropolitan District Commission
     Attorney Daniel Klau and Attorney Richard Goldstein appeared on behalf of the complainant. Attorney Kevin Shea appeared on behalf of the respondents. The Commissioners voted, 6-1, to adopt the Hearing Officer’s Report. Commissioner Eagan voted against adoption. The proceedings were recorded digitally.

     Robert Fromer appeared on his own behalf. Assistant Attorney General Erin O’Brien Choquette appeared on behalf of the respondents. The Commissioners voted, 6-0, to
table the matter. Commissioner Shaw did not vote on this matter.
James Kottage and New Haven Firefighters Local 825 v. Director, Department of Labor Relations, City of New Haven; and City of New Haven
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.

     Lynnia Milliun appeared on her own behalf. The Commissioners voted, 6-0, to adopt the Hearing Officer’s Report. Commissioner Shaw did not vote on this matter.
Bill Effros v. Board of Selectmen, Town of Greenwich; and Town of Greenwich
     Bill Effros appeared on his own behalf. Attorney John Wayne Fox appeared on behalf of the respondents. The Commissioners voted, 6-0, to adopt the Hearing Officer’s Report. Commissioner Shaw did not vote on this matter. The proceedings were recorded digitally.

Alexander Wood, Suzanne Carlson and the Manchester Journal Inquirer v. Mayor, Town of Vernon; and Town of Vernon
     Alexander Wood and Suzanne Carlson appeared on their own behalf. Attorney Martin Burke appeared on behalf of the respondents. The Commissioners voted, 6-0, to adopt the Hearing Officer’s Report. Commissioner Shaw did not vote on this matter.
     The Commissioners voted, 5-0,  to deny a motion for reconsideration dated January 30, 2012 filed by Nancy Burton in Docket #FIC 2011-182, Nancy Burton v. Daniel Esty, Commissioner, Department of Environmental Protection. Commissioner Shaw did not vote on the matter. Commissioner Riess recused herself from participating in this matter. The proceedings were recorded digitally.
                                                          
     Colleen M. Murphy and Paula S. Pearlman reported on pending appeals.
     The meeting was adjourned at 4:50 p.m.
