The Department of Transportation (Department) will conduct a Virtual Public Information Meeting concerning the proposed Rehabilitation of Bridge No. 00230 Carrying Willard Ave over I-95 in Westbrook on Thursday, September 3 at 5:30 p.m. The meeting will be live streamed via Microsoft Teams Live Event and YouTube Live. A Question and Answer session will immediately follow the presentation. The presentation will be recorded. The project is identified as State Project No. 0154-0125.

The purpose of the project is to address the poor condition of the existing deck. According to the most recent inspection report dated September 23, 2019, the concrete deck was rated to be in poor condition (rating 4) and exhibits extensive spalling due to shallow reinforcement on the deck underside. The overall underside of deck deterioration is 9.9% with a maximum of 22.3% in span 3. Additional structural repairs and beam painting will be needed to rehabilitate the existing rolled steel girders that are currently rated to be in fair condition (rating 5). The girders exhibit areas of moderate rust along the girder bottom flanges and diaphragms as well as the area between the girder top flange and end diaphragms. Due to the extensive damage to the deck, Project No. 0154-0125 has been scoped as a deck replacement with full beam painting. Under the proposed project, there will be a 10 week road closure and associated detour in the summer of 2022 to facilitate the replacement of the deck of Bridge No. 00230. Link slabs will be constructed in order to remove the joints over the existing piers to limit future maintenance.

Right-of-way impacts associated with the proposed project are not anticipated.

Construction is anticipated to begin in spring 2022 based on the availability of funding, acquisition of rights of way and approval of permit(s).  The estimated construction cost for this project is approximately $5 million.  This project is anticipated to be undertaken with 80 percent Federal Funds and 20 percent State funds.

The public informational meeting is being held to provide the public and local community the opportunity to offer comments or ask questions regarding the proposed project.     • Formal presentation of the project by the lead design team
    • Following the formal presentation, there will be a live Question and Answer (Q&A) session during which time the public is invited to ask questions or provide comments. A moderator will be reviewing the email, chat, and voicemail and will relay questions or comments with the live audience and the project team. The project team will answer those shared questions live during the Q&A. Two-way chat/email/call-in during the live broadcast will not be available.
    • The meeting will conclude after the Q&A session


  • The live event is being recorded and the recording of the formal presentation will be posted to this webpage and to YouTube for access during the comment period.


  • A written Report of Meeting (ROM) will be posted to this webpage following the event that captures the Q&A session, including responses to the questions by the design team.
