Carbon Reduction Program (CRP)

The Carbon Reduction Program aims to reduce transportation emissions through the development of state carbon reduction strategies and by funding projects designed to reduce transportation emissions.

Overview

In November 2021, the President signed the Infrastructure Investment and Jobs Act (IIJA) into law. The IIJA authorizes a new Carbon Reduction Program intended to fund projects that will reduce carbon dioxide (CO2) emissions from on-road highway sources. The Act will apportion an estimated $79.1 million to Connecticut over the course of 5 years (FY2022-FY2026). The funding is distributed across the state, with a percentage of the funds being suballocated based on population.

In addition to funding eligible projects, the Carbon Reduction Program requires each state to coordinate with municipal planning organizations (MPOs) to develop a carbon reduction strategy (CRS). The CRS will identify projects and strategies that will reduce transportation emissions. The CRS must be updated at least once every 4 years.

CTDOT’s Carbon Reduction Strategy was submitted to Federal Highway on November 15th, 2023.

 

Federal Share

In accordance with 23 U.S.C. 120, the CRP will be 80% federal share and 20% non-federal share.

 

Suballocation

For each Fiscal Year (FY), 65% of funds apportioned to the State for CRP is to be obligated to the following areas in proportion to their relative share of the State’s population

  • Urbanized areas with an urbanized area population greater than 200,000
  • Urbanized areas with an urbanized area population of at least 50,000 but no more than 200,000
  • Urban areas with population at least 5,000 and no more than 49,999. 
  • Areas with population of less than 5,000. 

The remaining 35% of funds apportioned to the State for CRP each FY may be obligated in any area of the State.

Eligible Projects

CRP guidance released by FHWA (see link below) lists specific activities eligible for funding. Any project or activity not specifically listed in this guidance may still be eligible to receive CRP funds if they can demonstrate reductions in transportation emissions over the project’s lifecycle. 

 

Carbon Reduction Strategy (CRS)

By November 15th, 2023, States are to develop a carbon reduction strategy (CRS) through a coordinated effort with municipal planning organizations (MPOs). The CRS will be used to identify and fund projects designed to reduce transportation emissions. The CRS must be updated at least once every 4 years. 

The Connecticut Department of Transportation will closely coordinate with our municipal planning partners to identify existing carbon reduction efforts as well as additional projects and strategies for future implementation. A greenhouse gas inventory of CTDOT operational and value chain emissions as well as a baseline carbon inventory for the production, transport, and use of materials used in the construction of transportation assets will be included in the CRS.
