Road Safety Audits (RSA)
One component of the Community Connectivity Program is to offer Connecticut’s towns and cities assistance to conduct a Road Safety Audit (RSA) at important bike and pedestrian corridors and intersections. An RSA is a process that identifies safety issues and counter-measures to help improve safety and reduce vehicle crashes. An RSA is an innovative tool that documents factors that can help or hinder safe bike/ped travel. Some of these factors include, but are not limited to: shoulder width; sidewalk width/condition; pavement markings; traffic volume; on-road parking locations; presence of bicycle lanes; traffic signalization; topography; drainage; and sightlines.
RSA’s will identify bike/ped needs, and develop recommendations to improve conditions. Typically there are low-cost recommendations that can be implemented in the short term, and higher-cost recommendations that can be done over the longer term.
Each RSA consists of three parts, all of which will occur during one business day:
- Pre-Audit Meeting: In the morning, the RSA team will meet to go over the objectives of the audit and review information relevant to the RSA location. The team will be equipped with the methods that will be used to qualitatively evaluate the safety concerns of the area.
- Field Audit: The field audit involves the physical inspection of the RSA location. During this period, the RSA team will walk the area and conduct a safety performance review to evaluate the safety concerns.
- Post-Audit Meeting: The last stage of the RSA will involve a wrap-up meeting with the RSA team to discuss the field audit, identify safety concerns and develop short-term and long-term recommendations for improvement.
Upon completion of the RSA, each participating municipality will be provided with a report detailing the documented safety concerns, RSA results and individualized short-term and long-term recommendations for safety improvements.
