Transportation Alternatives/Trail Implementation Program

The Transportation Alternatives (TA) Program is administered by the State of Connecticut Department of Transportation (Department) on behalf of the Federal Highway Administration (FHWA). The TA Program offers a source of funds for addressing the needs of non-motorized transportation users. A primary focus of the State’s program is safety, accessibility and connectivity.

The federal FAST Act provides funding for TA projects under a set-aside from the Surface Transportation Block Grant (STBG) program, reference: FAST Act § 1109; 23 U.S.C. 133 (h).   These set-aside funds include all projects and activities that were previously eligible under the Moving Ahead for Progress in the 21st Century (MAP-21) funding bill, encompassing a variety of smaller-scale transportation projects such as pedestrian and bicycle facilities, recreational trails, safe routes to schools projects, community improvements such as historic preservation and vegetation management, and environmental mitigation related to stormwater and habitat connectivity.
