Replacement of Bridge 02708 Carrying Route 154 over Plum Bank Creek in Old Saybrook, Including Scheduled Road Closures and Detours

The Connecticut Department of Transportation is announcing that Bridge 02708 carrying Route 154 over Plum Bank Creek in Old Saybrook will be replaced during the remainder of this construction season and the first half of next year’s construction season. Construction activities will require two scheduled road closures – additional details below.

The project consists of the full replacement of the structure. This construction season will involve the relocation of existing utilities in order to perform the work for replacement of the bridge. During the next construction season, the existing bridge will be demolished to below the existing subgrade. A new bridge consisting of precast substructure elements and prestressed concrete deck slabs will be constructed. The overhead utilities to be relocated this season will be permanently relocated to approximately the same location after the bridge is constructed. A new 12” watermain will be installed as part of the bridge construction.

Road/Bridge Closure Information

Construction activities will require two scheduled road closures and detours:

  • Route 154 and Bridge 02708  will close to vehicular and pedestrian traffic for a maximum of 19 consecutive days (456 hours) beginning October 5, 2020, at 12:00 AM (midnight) and re-opening to vehicular and pedestrian traffic no later than October 23, 2020, at 11:59 PM (midnight). A corresponding 4.5 mile detour will divert traffic.
  • The second full road closure will take place from March 1, 2021, until May 24, 2021, and will be put in place to demolish the existing bridge and construct the new one. A detour will be used during both road closures. A subsequent press release will be distributed prior to the closure.

DOT Project No. 0105-0215 was awarded to Arborio Corporation at a cost of $2,152,022.00 on May 29, 2020 and is scheduled to be completed July 30, 2021.
