Application Development and Support Unit

App Dev works closely with multiple DMHAS divisions to implement software solutions to better support the operational needs of the agency.  The following software applications are supported by this unit: 

 

Affirmative Action Office Log (AAOLog) – AAOLog is used to record and report on Affirmative Action Office Grievance or Counseling cases. Also, CHRO/EEOC can be recorded. Various data elements including name, violator, witnesses, protected classes, dates, etc. are recorded. Entries are color code to indicate when case decisions are nearing or past due. Any combination of data elements can be selected to include in reports so that the Affirmative Action Office can produce custom reports when performing case analytics or reporting to management.

Billing Control System (BCS) – BCS is used to identify billable and non-billable movements and services from both state operated facilities (WITS) and private non-profit providers (DDAP) information systems. Billable Inpatient movements and Behavioral Health Home, Inpatient Part B, Outpatient, Targeted Case Management services are sent to the state of Connecticut billing authority (DAS) monthly by DMHAS. There are a number reports to help DMHAS identify any data irregularities to maximize billing revenue. Also, client face sheets are sent to the billing authority and select DMHAS districts to aid the billing process and client care.

Contract Tracking System (CTS) – CTS was implemented to streamline the Pre-Authorization process.  It significantly reduced the time to process pre-authorizations and allows the Project/Program manager to submit and track their requests online. 
Critical Incident (CI) – This application tracks serious, high-profile incidents at both state operated and private non-profit providers.  These types of incidents typically involve dangerous or criminal situations, and often end up being covered by the media.  Email alerts are generated when incidents are entered, allowing DMHAS to respond in a timely manner. 

DMHAS Data Performance System (DDaP) –  DDaP is a web based application used to capture and store Private Non-Profit Provider (PNP) data used for state and federal reporting and PNP performance management.  Approximately 170 PNP agencies submit client data monthly, either via direct data entry or secure file upload.   

Enterprise Data Warehouse (EDW) – The EDW is DMHAS’s central reporting repository that combines client data from WITS and DDaP for enterprise reporting.

Lateral Transfer List – As a result of state-wide negotiations with District 1199, DMHAS was designated to develop and pilot an electronic transfer list system for lateral transfers for 1199 positions starting with Mental Health Assistant 1’s.  Following the successful pilot, it was expanded to eleven (11) more job classes.

Recovery Management System (RMS) – RMS is an electronic treatment tool used at the Connecticut Valley Hospital and the Whiting Forensic Hospital which provides a person-centered, recovery-oriented conceptual framework, in which treatment planning is clearly driven by the person’s goals. 

Tobacco Compliance System – The Tobacco Compliance System is used by the DMHAS Tobacco Compliance unit to capture information pertaining to the effort to reduce the ability for underage teenagers to purchase tobacco products for retail outlets statewide as well as to produce statistics for the Federal Government regarding the buy rates in the State of Connecticut.

Voluntary Admission Tracking System (VATS) – A web-based application was developed to ensure compliance with Public Act No. 13-3.  This law broadens the mental health provisions that disqualify a person from possessing a gun or gun permit for six months following voluntary admission to an inpatient psychiatric hospital. VATS interfaces with DESPP’s licensing application, securely sharing only name and DOB.

Worker’s Compensation System - DMHAS IT developed and implemented a system to maintain and track DMHAS Workers Compensation claims.  The system streamlines the process and creates efficiencies, replacing a manual process with a web-based application.
