Federal Nonprofit Security Grant Program
DHS/FEMA recently announced a Notice for the FY 2025 Federal Nonprofit Security Grant Program (NSGP-S) application cycle.
From the 2025 Notice of Funding Opportunity, "because of the timing of the FY 2025 NSGP Program, the NSGP-S and NSGP-UA funding will be issued as risk-based allocations to each state and territory. Subawards will still be governed by the competitive process described below; however, this will occur after award of the state- and territory-based allocations to ensure that all funds can be obligated prior to the end of the fiscal year."

FFY 2025 NSGP-S Application - Due TBD
Applications for the 2025 NSGP-S are not currently available due to the guidance from DHS/FEMA. DEMHS will make the sub-application for FY 2025 available in the DEMHS Electronic Grants Management System at a later date and establish a deadline for submission.
To be considered for funding, a completed sub-application must be submitted in the DEMHS Electronic Grants Management System, and each application must include the following:
- FFY 2025 NSGP-S Investment Justification Form
- The Investment Justification Form will be made available at a later date and submission is required in the DEMHS Electronic Grants Management System.
- FFY 2025 NSGP-S Security Self-Assessment
- A security self-assessment checklist will be made available online when the sub-application due date is established.
- Once submitted online, results will automatically be collected.
- Organization's Mission Statement
- A copy of your organization's mission statement on letterhead
- Vulnerability Assessment
- A written vulnerability assessment conducted within the past three years.
- This can be conducted by local law enforcement, a security contractor, or by completing the CISA Houses of Worship Self-Assessment.
NSGP-S FORMS AND REPORTING DOCUMENTS
- Environmental and Historic Preservation Form - required to be submitted by ALL awarded sub-applicants. Approval must be received before projects can start.
- Procurement Standards
- Conflict of Interest Form
- Quarterly Progress Report - must be submitted within 30 days of the close of the quarter (March 31; June 30; September 30; December 31)
- Quarterly Financial Report - must be submitted within 30 days of the close of the quarter (March 31; June 30; September 30; December 31)
- Reimbursement Request Form - must be submitted with copies of associated invoices and proofs of payments
- Equipment / Property Inventory Report - must be submitted with the final reimbursement request
All forms and documents should be submitted to DEMHS.NSGP-S@ct.gov. Please include your organization's official name, grant program, and award year and number on all correspondence.
