Underground Storage Tank (UST) Operator Training

IMPORTANT NOTICE
Reciprocity – Connecticut NO LONGER accepts Operator Training Certifications from training programs and exams approved in states other than Connecticut for:
  • Retraining required due to non-compliance
  • Retraining or refresher after the Operator's initial certification
  • Initial certifications on or after March 10, 2014.
Refresher Training/Retraining – ANY Connecticut-approved Operator Training OR Refresher Training will satisfy the requirement for refresher training required at least every 2 years following the initial training as well as the requirement for retraining due to non-compliance.
  • All Connecticut-approved Training and Refresher Training programs are listed in the Approved Courses and Exams for Class A, Class B and Class C Operators table below.
  • All Operator Training information must be submitted to DEEP using EZFile (https://filings.deep.ct.gov/)
  • Please be aware that failure to comply with the Operator Training Requirements may result in enforcement action which may include Red-tagging (shutting down) the facility until it is in compliance. 
Operator training is required by the federal Energy Policy Act of 2005 and the UST Regulations.  Effective August 8, 2012, all UST owners/operators must designate at least one certified Class A, B, and C Operator for each underground storage facility.  Class A and B Operators can be certified through an approved exam and/or training program with exam.  Class C Operators can be certified through an approved training course or training provided by a certified Class A or B Operator.

 

The Class A Operator has primary statutory and regulatory responsibility to operate and maintain the underground storage tank system.  The Class A Operator's responsibilities include managing resources and personnel, such as establishing work assignments, to achieve and maintain compliance with regulatory requirements.
The Class B Operator implements applicable underground storage tank regulatory requirements in the field.  This individual implements the day-to-day aspects of operating, maintaining, and recordkeeping for underground storage tanks at one or more facilities.
The Class C Operator is an employee and is, generally, the first line of response to events indicating emergency conditions.  This individual is responsible for responding to alarms or other indications of emergencies caused by spills or releases from underground storage tank systems.  This individual notifies the Class B or Class A operator and appropriate emergency responders when necessary.  Not all employees of the facility are necessarily Class C operators.

Training and Refresher Training Program Approval
Training and refresher training programs are being reviewed for approval.  If you would like to submit a program for approval, please complete the applicable Class A, B, or C Operator Training  or Refresher Training Course Criteria checklist indicating that the training program addresses all the UST operation and maintenance and emergency response requirements in the amendments to the UST regulations, RCSA Section 22a-449(d)-108(b).  Also, complete the trainer or course provider's qualification section.  At a minimum, the trainer or course provider should be certified in the Class of Operator for which the course is being submitted for approval.
