CHEAPR is EVolving!
The CHEAPR pilot program is currently transitioning to the new CHEAPR program established under Public Act 19-117. The new program will offer rebates for both new and used electric vehicles! The next CHEAPR Board meeting to discuss program design is scheduled for September 10, 2020 at 1pm. Eligible Vehicle Incentive Amounts

Incentives of up to $5,000 are available for eligible vehicles if sold by a licensed Connecticut franchised new automobile dealership1. Incentive amounts can vary based on the EPA rated electric range of each vehicle. Some of these vehicles may also benefit from a federal tax credit of up to $7,500, lowering the cost of the vehicle even more. Ask your dealer for more information.

Battery Electric Vehicles (BEVs)

A BEV is a vehicle that obtains all its power from energy stored in rechargeable battery packs. BEVs use electric motors and do not use an internal combustion engine...therefore burning no gasoline.

Plug-In Hybrid Electric Vehicles (PHEVs)

A PHEV is a vehicle that can be driven solely on electricity, powered by its internal rechargeable battery but also includes an internal combustion engine or electric generator powered by gasoline to extend the range of the vehicle.

Incentive Amounts: $500 for all PHEVs

Fuel Cell Electric Vehicles (FCEVs)

A FCEV is a vehicle that is fueled with hydrogen but emits no pollutants, only water and heat. A fuel cell located in the car converts hydrogen to electricity which powers the electric motor to drive the vehicle.

EV Range is the approximate distance that can be traveled on a fully charged battery using electricity only. Range can vary greatly depending on driving and environmental conditions.

Total Range is the approximate total electric and gas range of the vehicle. Range can vary greatly depending on driving and environmental conditions.

Efficiency represents the number of miles the vehicle can travel using a quantity of fuel with the same energy content as a gallon of gasoline. This allows a reasonable comparison between vehicles using different fuels. For example, you can use MPGe to compare an electric vehicle with a gasoline vehicle; even though electricity used is obviously not measured in actual gallons.

1 The CHEAPR program is able to process rebate applications from individual consumers who purchase or lease an eligible vehicle directly from an original equipment manufacturer (OEM) that does not have licensed franchised new automobile dealers in Connecticut (e.g., Tesla). However, when such vehicles are authorized for sale or lease within Connecticut, applicants will be required to purchase or lease such vehicles from retail locations located within the state in order to be eligible for the CHEAPR program.

2 The federal income tax credit was lowered to $3,750 for any Tesla Model 3 delivered between January 1, 2019 and June 30, 2019. The credit dropped to $1,875 for any Tesla Model 3 delivered between July 1, 2019 and December 31, 2019. The federal income tax credit was eliminated for any Tesla Model 3 delivered on or after January 1, 2020.

3 The federal income tax credit was lowered to $3,750 for any Chevrolet Bolt or Volt delivered between April 1, 2019 and September 30, 2019. The credit dropped to $1,875 for any Chevrolet Bolt or Volt delivered between October 1, 2019 and March 31, 2020.
