Harvard Pilgrim Health Care of Connecticut, Inc. (Small Group)
Rate Request: 8.6 percent average increase
On March 1, 2019 Harvard Pilgrim Healthcare filed a request to increase third quarter rates an average of 11.2% and fourth quarter rates an average of 12.3% for a block of off exchange small group health plans, policies for employers with 50 or fewer workers. The average increase across all 2019 quarters over 2018 is 8.6%. The rates would take effect in the third quarter of 2019.
There are approximately 1,700 people covered under these policies currently in force in Connecticut.
The company stated it requested the increase to account for a 9.4 percent impact from “trend”, a pricing factor reflecting medical inflation and an increased demand for medical services. The pricing also takes into account changes in benefit design and taxes and fees associated with the federal Affordable Care Act.
After an actuarial review, the Department determined that the company’s calculation for the impact of medical inflation, or “trend” was appropriate. As a result, the Department approved the third and fourth quarter rate increase request.
