Health Insurance Rate Filing - Anthem Health Plans, Inc. (Small Group)

Rate request: Average increase of 24.1 percent
Decision: Rejected March 3, 2017

On February 22, 2017, Anthem Health Plans, Inc. filed a rate request for an average increase of 24.1 percent on small group health plans that have been marketed on and off the state’s health insurance exchange for employers with 50 or fewer workers.

These plans provide coverage for approximately 39,000 employees and their dependents.

This requested increase in an adjustment for the 3rd and 4th quarter of 2017 and would replace a previously approved increase of 10.5 percent that is scheduled to take effect July 1, 2017. This revision would change the previously approved base rate for 2017.

The Department rejected the revision on March 3, 2017 because this filing was not in compliance with Department Bulletin HC-106. In that Bulletin, carriers are advised that they can only reflect changes in trend and network contracting, this does not include changing the base rate.

Anthem can refile in compliance with the Bulletin, no later than March 7, 2017.
