Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Nine appellants were present, two appellants failed to appear. Eight local Issuing Authorities were present, along with the State.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner Esq. (arrived at 11:15am), Dr. Cynthia Conrad, Anthony Iaconis, Esq., and Gudrun Johnson, Col. Chris Lewis, Chief Carl Rosensweig and Stephen Sanetti, Esq.

Board Members Absent:

Chairman Frank P. Blando administered the oath to all witnesses individually.

Discussion of an objection from Atty. Craig Fishbein on Case #21-677-D. After listening to the objection, Chairman Blando overruled part of the objection and ordered the Office Manager to email the Waterbury documents to the Board members for review.  The documents sent 2 days prior to this hearing are not allowed into evidence.

Hearings: Eleven cases were heard in the following order:

1) Case No. 21-365-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Marshall Porter represented the Local Issuing Authority, Chief Marshall Porter, Glastonbury Police Department.

Decision: By a majority decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit. Chairman Blando, Secretary Futtner, Atty. Ioconis, Ms. Johnson, Chief Rosensweig, and Atty. Sanetti voted in favor of the Local Issuing Authority. Dr. Conrad and Col. Lewis voted in favor of the Appellant. Vote was 5-2 in favor of the Local Issuing Authority.

2) Case No. 21-209-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by John C. Drapp. Chief Marshall Porter represented the Local Issuing Authority, Chief Marshall Porter, Glastonbury Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

3) Case No. 20-128-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Legal Affairs Staff Attorney, Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Chief Rosensweig made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Atty Iaconis, motion passed unanimously.

4) Case No. 19-731-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Legal Affairs Staff Attorney, Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Chief Rosensweig made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Ms. Johnson, motion passed unanimously.

5) Case No. 21-677-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Craig C. Fishbein. Det. Angelo Stavrides represented the Local Issuing Authority Chief Roberto Rosado, Meriden Police Department.

Decision: By a majority decision, the Board voted in favor of the appellant. Chairman Blando, Dr. Conrad, Ms. Johnson, Col. Lewis and Atty. Sanetti voted in favor of the Appellant.  Secretary Futtner, Atty. Ioconis, and Chief Rosensweig, voted in favor of the Local Issuing Authority Vote was 5-3 in favor of the Appellant.

6) Case No. 19-545-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Legal Affairs Staff Attorney, Kate Ayers represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of his pistol permit.

7) Case No. 21-379-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Dennis Putnam represented the Local Issuing Authority, Chief John Sullivan, Hamden Police Department.

Motion: Ms. Johnson made a motion for the appellant due to the lack of evidence, seconded by Dr. Conrad. After an objection from Chief Rosensweig a vote was taken and the motion failed.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Hamden to issue the permit. 

8) Case No. 21-329-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Dennis Putnam represented the Local Issuing Authority, Chief John Sullivan, Hamden Police Department.

Withdrawn:  Appellant withdrew his case with the knowledge that Hamden will issue the permit.

9) Case No. 21-385-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Ofc. Dennis Putnam represented the Local Issuing Authority, Chief John Sullivan, Hamden Police Department.

Motion:  Dr. Conrad made a motion for the Appellant due to lack of evidence, seconded by Ms. Johnson.  Motion carried unanimously.

10) Case No. 21-377-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Sgt. Zackary Klomberg represented the Local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bloomfield to issue the permit. 

11) Case No. 21-340-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Sgt. Zackary Klomberg represented the Local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bloomfield to issue the permit. 

 

Secretary Report: Board member Dr. Conrad made a motion to accept the minutes from November 4, 2021, seconded by Atty. Sanetti, motion carried.

New Business: Just a reminder that the December 9, 2021 hearing will be held in-person at DESPP.
