BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  All appellants were present. Three local Issuing Authorities and the State were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf, Dr. Cynthia Conrad, Carolyn Futtner Esq., Gudrun Johnson and Chief Carl Rosensweig.

Board Members Absent: Anthony Iaconis, Esq and Mr. M. Peter Kuck

Hearings: Four cases were heard in the following order:

1) Case No. 18-463-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by John R. Gulash, Esq. with one witness.  Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with 2 witnesses.

Decision: By a majority decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Board Secretary Overturf, Atty. Futtner, Ms. Johnson and Chief Rosensweig voted in favor of the State Issuing Authority. Chairman Blando and Dr. Conrad voted in favor of the Appellant. Vote was 4-2 in favor of the State.

2) Case No. 20-655-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant’s attorney, John Cronin, Esq. send an email withdrawing his case. TFC Matthew O’Brien represented the Local Issuing Authority, First Selectman Laura Francis, Town of Durham.

Withdrawal: This appellant’s attorney withdrew this case.

3) Case No. 20-604-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Chief Kristian Lindstrom represented the Local Issuing Authority, Chief Kristian Lindstrom, South Windsor Police Department.

Decision: By a majority decision, the Board voted in favor of the appellant and ordered South Windsor to issue the permit. Board Secretary Overturf, Dr. Conrad, Atty. Futtner, and Ms. Johnson voted in favor of the Appellant.. Chairman Blando and Chief Rosensweig voted in favor of the Local Issuing Authority. Vote was 4-2 in favor of the Appellant. 

4) Case No. 20-602-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Chief Kristian Lindstrom represented the Local Issuing Authority, Chief Kristian Lindstrom, South Windsor Police Department.

Continuance: This case has been continued to September 2, 2021.

 

Secretary’s Report:

Board Secretary Overturf made a motion to accept the minutes from March 4, 2021, seconded by Ms. Johnson, motion carried.
