Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Four appellants were present, four appellants failed to appear. Four local Issuing Authorities and the State were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Carolyn Futtner Esq., Dr. Cynthia Conrad, Anthony Iaconis, Esq., Gudrun Johnson, and Col. Chris Lewis.

Board Members Absent: Mr. M. Peter Kuck and Chief Carl Rosensweig

Chairman Frank P. Blando administered the oath to all witnesses before being heard.

Hearings: Eight cases were heard in the following order:

1) Case No. 19-550-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Mike Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his case as the State Issuing Authority will reinstate.

 

Discussion: Chairman Blando and Atty. Sherman discussed an objection from Atty. Sherman about an erased case. After discussing where the letter came from that was submitted to the office, the objection was overruled. The Board was emailed the letter and the case passed over for the Board to review.

 

2) Case No. 21-122-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Brian Weir represented the Local Issuing Authority, Chief Michael Lombardo, Trumbull Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

3) Case No. 21-353-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Atty. Ralph D. Sherman.  Det. Stanley Pliszka represented the Local Issuing Authority, Chief Joseph Perno, West Haven Police Department with one witness.

Decision: By a unanimous decision, the Board voted in favor of the appellant and order West Haven to issue the permit. 

 

4) Case No. 20-671-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Lionel Rodriguez represented the Local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit at this time.

5) Case No. 19-538-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. Mike Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Atty. Iaconis, motion passed unanimously.

6) Case No. 21-142-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Lt. Brian Weir represented the Local Issuing Authority, Chief Michael Lombardo, Trumbull Police Department.

Motion: Board member Johnson made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Col. Lewis, motion passed unanimously.

7) Case No. 19-531-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear.  Det. Mike Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Secretary Futtner, motion passed unanimously.

8) Case No. 21-097-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Lionel Rodriguez represented the Local Issuing Authority, Chief Paul Hammick,  Bloomfield Police Department.

Motion: Board member Johnson made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Dr. Conrad, motion passed unanimously.

Secretary’s Report:

Board member Dr. Conrad made a motion to accept the minutes from May 20, 2021, seconded by Board Secretary Atty. Futtner. Atty. Iaconis abstained.

New Business:

 

1)  Discussion on going back to in-person hearing. Board agreed to go back to in-person hearing on July 8, 2021 with agreeing to require masks be worn.

 

2)  The Board agreed to add a few more cases to the agenda in an effort to maintain the backlog.

 

Adjournment: Board member Dr. Conrad made a motion to adjourn. Seconded by Board member Col. Lewis, motion carried. Meeting ended at 11:30am.
