BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Five appellants were present. The State Issuing Authority and four Local Issuing Authorities were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf, Carolyn Futtner Esq., Gudrun Johnson, and Mr. M. Peter Kuck.

Board Members Absent: Dr. Cynthia Conrad, Anthony Iaconic, Esq., and Chief Carl Rosensweig.

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Five cases were heard in the following order:

1) Case No. 20-242-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Tpr. Stanger represented the Local Issuing Authority, First Selectman Elizabeth Milardo, Town of Litchfield.

Withdrawal: The appellant withdrew his case.

2) Case No. 20-238-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Sgt. Stanley Pliszka represented the Local Issuing Authority, Chief Joseph Perno, West Haven Police Department.

Withdrawal: The appellant withdrew his case.

3) Case No. 19-298-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

4) Case No. 20-345-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman, Esq.  Tpr. Holm represented the Local Issuing Authority, First Selectman Denise Ratt, Town of Litchfield.

Motion: Board Member Johnson made a motion for the appellant due to the lack of evidence. Motion was seconded by Board Member Kuck, motion passed unanimously.

5) Case No. 20- 520, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Ofc. Dennis Putnam represented the Local Issuing Authority, Chief John Cappiello, Hamden Police Department.

Motion: Secretary Overturf made a motion for the appellant, due to the lack of evidence. Motion was seconded by Ms. Johnson, motion passed unanimously.

Secretary’s Report:

Secretary Overturf made a motion to accept the minutes from September 24, 2020, seconded by Ms. Johnson, motion carried.

 

 

Adjournment: Board Member Kuck made a motion to adjourn, seconded by Ms. Johnson, motion carried. Meeting ended at 11:05am.
