BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Five appellants were present, one appellant failed to appear. The State Issuing Authority and five Local Issuing Authorities were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf, Carolyn Futtner Esq., Gudrun Johnson, and Mr. M. Peter Kuck.

Board Members Absent: Dr. Cynthia Conrad, Anthony Iaconis, Esq., and Chief Carl Rosensweig.

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Six cases were heard in the following order:

1) Case No. 20-297-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman. Lt. Garin Delmonte represented the Local Issuing Authority, Chief Keith Mello, Milford Police Department.

Continued: This case has been continued to December 10, 2020.

2) Case No. 19-299-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by J. David Griffin, Esq.  Det. Doug Sauve represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit at this time.

3) Case No. 20-339-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.   Det. Angelo Stavrides represented the Local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Motion: Board member Kuck made a motion for the appellant due to the lack of evidence, seconded by Board Secretary Overturf.  Motion passed unanimously and ordered Meriden to issue the permit.  

4) Case No. 20-320-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman. Lt. Garin Delmonte represented the Local Issuing Authority, Chief Keith Mello, Milford Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Milford to issue the permit.

 

 

5) Case No. 20-243-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Angelo Stavrides represented the Local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Motion: Board Secretary Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board member Johnson, motion passed unanimously.

6) Case No. 20-141-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Angelo Stavrides represented the Local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Continued: This case has been continued to March 18, 2021.

 

Secretary’s Report:

Board Secretary Overturf made a motion to accept the minutes from October 8, 2020, seconded by Mr. Kuck, motion carried.

 

New Business:

 

Discussed putting an executive session on for our November 5, 2020 for our backlog cases.

 

Adjournment: Board member Kuck made a motion to adjourn. Seconded by Board Secretary Overturf, motion carried. Meeting ended at 11:45am.
