Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Eight appellants were present, four appellants failed to appear. The State Issuing Authority and four Local Issuing Authorities were present and one failed to appear.

Board Members Present: Chairman Frank P. Blando, Secretary Col. Kyle Overturf, Dr. Cynthia Conrad, MD, Carolyn Futtner Esq., Anthony Iaconis, Esq., Gudrun Johnson and Mr. M. Peter Kuck

Board Members Absent: Chief Carl Rosensweig

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Twelve cases were heard in the following order:

1) Case No. 19-181-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: Appellant withdrew his case, state will reinstate.

2) Case No. 19-172-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: Appellant withdrew his case.

3) Case No. 20-211-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.   Sgt. Ashley Taylor represented the Local Issuing Authority, Chief Armando Perez, Bridgeport Police Department.

Withdrawal: Appellant withdrew his case.

4) Case No. 19-186-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: Appellant withdrew his case.

5) Case No. 19-174-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf with one witness. Trp. Douglas Sauve represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witness.

 

Decision: By majority decision, the Board voted in favor of the State Issuing Authority. Board Secretary Overturf, Dr. Conrad, Attorney Futtner and Ms. Johnson voted in favor of the State Issuing Authority.  Acting Chairman Anthony Iaconis, Esq. and Board member Kuck voted in favor of the appellant. Chairman Blando recused himself.  Vote was 4-2 in favor of the State Issuing Authority.

6) Case No. 18-451-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board Secretary Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

7) Case No. 20-090-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Joseph Legen was present for the Local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Motion: Board Secretary Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Kuck, motion passed unanimously.

8) Case No. 20-098-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Ofc. Griffin appeared for the Local Issuing Authority, Chief John Klett, Berlin Police Department.

Motion: Board Secretary Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

9) Case No. 20-058-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Chief Paul Satkowski was present for the Local Issuing Authority, Chief Paul Satkowski, Seymour Police Department.

Motion: Board Secretary Overturf made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Futtner, motion passed unanimously.

10) Case No. 20-210-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  No one appeared for the Local Issuing Authority, Chief Otoniel Reyes, New Haven Police Department.

Motion: Board member Kuck made a motion for the appellant, by default, due to the Local Issuing Authority failing to appear. Motion was seconded by Board Secretary Overturf, motion passed unanimously.

11) Case No. 18-553-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board Secretary Overturf made a motion to find for the State Issuing Authority, motion was seconded by Board Member Johnson, motion passed unanimously. Board member Kuck abstains.

12) Case No. 19-024-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.  Sgt. Alex Giannone represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdrawal: Appellant withdrew her case.

 

 

Secretary’s Report:

Board Secretary Overturf made a motion to accept the minutes from February 13, 2020, seconded by Ms. Johnson, motion carried. Board member Atty. Iaconis abstained

 

New Business: Discussion of the revised hearing notices.

 

 

Adjournment: Board member Kuck made a motion to adjourn, seconded by Ms. Johnson, motion carried. Meeting ended at 12:00 noon.
