Call to Order

Chairman Frank P. Blando called the meeting to order at 10:07am.

Chairman Blando read the Introductory Statement and called the roll call.  Fifteen appellants were present, three appellants failed to appear. The State Issuing Authority and thirteen Local Issuing Authorities were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf, Dr. Cynthia Conrad, Carolyn Futtner Esq., Gudrun Johnson, Mr. M. Peter Kuck and Chief Carl Rosensweig.

Board Members Absent: Anthony Iaconis, Esq.

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Eighteen cases were heard in the following order:

1) Case No. 19-581-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Cpt. Parlapiano represented the Local Issuing Authority, Chief William Darby, Manchester Police Department.

Withdraw: The appellant withdrew his case.

2) Case No. 19-305-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Withdraw: The appellant withdrew his case.

3) Case No. 19-603-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.   Det. Chris Collins represented the Local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department.

Withdraw: The appellant withdrew his case.

4) Case No. 19-642-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Angelo Stavrides represented the Local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Withdraw: The appellant withdrew his case.

5) Case No. 19-556-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Angelo Stavrides represented the Local Issuing Authority, Chief Jeffry Cossette, Meriden Police Department.

Withdraw: The appellant withdrew his case.

6) Case No. 18-404-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By majority vote, the Board voted in favor of the appellant. Chairman Blando, Secretary Col. Overturf, Dr. Conrad, Board member Kuck voted in favor of the appellant.  Atty. Futtner, Board member Johnson, and Chief Rosensweig voted in favor of the State Issuing Authority. Vote 4-3 in favor of the appellant.

7) Case No. 18-488-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Cpt. Dan Mulvey was present for the local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department.

Motion: Board Secretary Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Kuck, motion passed unanimously.

8) Case No. 19-620-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Ofc. Paul McElroy appeared for the Local Issuing Authority, Town Manager, Mary Colorio, Town of Killingly.

Motion: Board Secretary Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Kuck, motion passed unanimously.

9) Case No. 19-637-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Robert Brown present for the local Issuing Authority, Chief Gerald Narowski, Derby Police Department.

Motion: Board Secretary Overturf made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Kuck, motion passed unanimously.

10) Case No. 18-524-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

11) Case No. 19-608-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Det. Joseph Legen appeared for the local Issuing Authority, Chief Joseph McNeil, Stratford Police Department.

Motion: Board member Johnson made a motion to reject submitted medical documents due to the 10 day rule, seconded by Board member Kuck, motion carried.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

12) Case No. 18-371-D, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant was represented by Martin T. Weiss. Trp. Doug Sauve represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit. Board member Johnson recused herself at the request of the appellant’s attorney.

13) Case No. 18-395-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Cpt. Dan Mulvey appeared for the local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

14) Case No. 18-510-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

15) Case No. 19-392-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by John C. Drapp III, Esq.  Sgt. Robert Brown appeared for the local Issuing Authority, Chief Gerald Narowski, Derby Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Derby to issue the permit.

16) Case No. 19-664-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. Heather Desmond appeared for the local Issuing Authority, Chief William McKenna, Middletown Police Department with one witness.

Due to a meeting scheduled for Wethersfield Police Community Room at 4:00pm the next 3 cases would need to be continued to future dates.
