BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 10:00am.

Chairman Blando read the Introductory Statement and called the roll call.  Seven appellants were present, five appellants failed to appear. The State Issuing Authority and seven local Issuing Authorities were present and two failed to appear.

Board Members Present: Chairman Frank P. Blando, Esq., Carolyn Futtner Esq., Dr. William Sledge, Chief Carl Rosensweig and Gudrun Johnson.

Board Members Absent: Secretary Col. Kyle Overturf and Mr. M. Peter Kuck

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Twelve cases were heard in the following order:

1) Case No. 18-631-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Leon Krolikowski represented the Local Issuing Authority, Chief Leon Krolikowski, New Canaan Police Department.

Withdrawal: The appellant withdrew his case.

2) Case No. 18-554-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Deputy Chief Mark Marino represented the Local Issuing Authority, Chief James Heavey, Greenwich Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

3) Case No. 19-068-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf.   Asst. Corp. Counsel Joseph Skelly represented the Local Issuing Authority, Acting Chief Christopher Chute, New Britain Police Department with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

4) Case No. 18-011-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Chief Carl Rosensweig made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

5) Case No. 18-162-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection.

Motion: Board member Dr. Sledge made a motion for the State Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Chief Carl Rosensweig, motion passed unanimously.

6) Case No. 17-486-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Det. Michael Evangelisti represented the State Issuing Authority, Commissioner James C. Rovella, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

7) Case No. 18-516-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Lt. Brian Weir was present for the local Issuing Authority, Chief Michael Lombardo, Trumbull Police Department.

Motion: Chief Carl Rosensweig made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

8) Case No. 18-527-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. Det. Sgt. Adam Marcus appeared for the Local Issuing Authority, Chief Patrick Ridenhour, Danbury Police Department.

Motion: Chief Carl Rosensweig made a motion for the Local Issuing Authority, by default, due to the appellant failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

9) Case No. 18-502-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear. No one was present for the local Issuing Authority, Chief Anthony Campbell, New Haven Police Department.

10) Case No. 18-540-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant was represented by Ralph D. Sherman, Esq. Det. Chris Collins appeared for the local Issuing Authority, Chief Paul Hammick, Bloomfield Police Department.

Decision: By a unanimous decision, the Board voted in favor of the appellant and ordered Bloomfield to issue the permit.

11) Case No. 18-550-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Cpl. Byron Smith appeared for the local Issuing Authority, Chief Edward DeMarco, East Windsor Police Department.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

12) Case No. 19-213-CD, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  No one appeared for the local Issuing Authority, Chief Anthony Campbell, New Haven Police Department.

Motion: Chief Carl Rosensweig made a motion for the appellant, by default, due to the Local Issuing Authority failing to appear. Motion was seconded by Board Member Johnson, motion passed unanimously.

Secretary’s Report:

Board member Atty. Futtner made a motion to accept the minutes from March 7, 2019, seconded by Ms. Johnson, motion carried. Dr. Sledge abstained.

Mark off the discussion of reconsideration.

Adjournment: Chief Carl Rosensweig made a motion to adjourn. Seconded by Board member Sledge, motion carried. Meeting ended at 12:40pm.
