BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Frank P. Blando called the meeting to order at 10:07am.

Chairman Blando read the Introductory Statement and called the roll call.  Thirteen appellants were present, three appellant failed to appear. The State Issuing Authority and twelve local Issuing Authorities were present.

Board Members Present: Chairman Frank P. Blando, Esq., Secretary Col. Kyle Overturf, Dr. William Sledge, Ms. Gudrun Johnson, Mr. M. Peter Kuck and Chief Carl Rosensweig.

Board Members Absent: James A. Greer, Esq. was absent.

Chairman Frank P. Blando administered the oath to all witnesses.

Hearings: Sixteen were heard in the following order:

1) Case No. 16-186-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. . Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection with one witnesses.

Decision: By a unanimous decision, the Board voted to uphold the decision of the State Issuing Authority, the revocation of the pistol permit.

2) Case No. 16-273-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Frank Cappiello appeared for the local Issuing Authority, town of Woodbridge along with one witness.

Decision: The Board voted unanimously in favor of the appellant and instructed the local Issuing Authority to issue the permit.

3) Case No. 15-543-SD, involving the state denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his appeal.

4) Case No. 16-136-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his appeal.

5) Case No. 15-451-R, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant failed to appear.  Sgt. Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Department of Emergency Services and Public Protection.

Motion: Motion made by Col. Overturf seconded by Ms. Johnson for the Issuing Authority as the appellant failed to appear.

6) Case No. 16-335-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Lt. David Emerman represented the local Issuing Authority, Chief Brent Larrabee, East Haven Police Department.

Motion: Motion made by Col. Overturf seconded by Mr. Kuck for the Issuing Authority as the appellant failed to appear.

7) Case No. 16-385-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Peter Dauphinais appeared for the local Issuing Authority, Chief Brian Gould, Bristol Police Department.

Decision: The Board voted unanimously in favor of the appellant and instructed the local Issuing Authority to issue the permit.

8) Case No. 16-250-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant Failed to appear  First Selectman Roy Piper appeared for the local Issuing Authority, Town of Canterbury.

Motion: Motion made by Board member Kuck seconded by Dr. Sledge for the Issuing Authority as the appellant failed to appear.

9) Case No. 16-197-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Chief Richard Brown appeared for the local Issuing Authority, Suffield Police Department with one witness.

Decision: By a unanimous decision, the Board voted to uphold the decision of the Local Issuing Authority, the denial of the pistol permit.

10) Case No. 16-340-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. Peter Dauphinais appeared for the local Issuing Authority, Chief Brian Gould, Bristol Police Department.

Decision: The Board voted unanimously in favor of the appellant and instructed the local Issuing Authority to issue the permit.

11) Case No. 16-345-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Jeff Gilbert appeared for the local Issuing Authority, Chief Mark Rinaldo, Avon Police Department.

Decision: The Board voted unanimously in favor of the appellant and instructed the local Issuing Authority to issue the permit.

12) Case No. 17-538-CD, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Sgt. Francis Monahan represented the Local Issuing Authority, Chief Vernon Riddick, Waterbury Police Department.

Decision: The Board voted unanimously in favor of the appellant and instructed the local Issuing Authority to issue the permit.

13) Case No. 16-387-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Sgt. Francis Monahan represented the Local Issuing Authority, Chief Vernon Riddick, Waterbury Police Department.

Withdrawal: The appellant withdrew his appeal.

14) Case No. 16-318-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Chief James Kenny represented the Local Issuing Authority, Vernon Police Department.

Withdrawal: The appellant withdrew his appeal.

Dr. Sledge left the meeting 2:20pm

15) Case No. 16-393-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Sgt. Albert Russo represented the Local Issuing Authority, Patrick Ridenhour, Danbury Police Department.

Continued:  Case to be heard August 17, 2017.

16) Case No. 16-394-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf..  Sgt. Albert Russo represented the Local Issuing Authority, Patrick Ridenhour, Danbury Police Department.

Decision: The Board voted by majority in favor of the appellant and instructed the local Issuing Authority to issue the permit. Chairman Blando, Col. Overturf, Board members Kuck and Johnson voted for the appellant and Chief Rosensweig voted against the appellant.

Secretary’s Report:

Secretary Overturf made a motion to accept the June 8, 2017 minutes as submitted, Board Member Johnson seconded the motion, motion carried.
