BOARD OF FIREARMS PERMIT EXAMINERS
Thursday, January 12, 2017 10am at the
Wethersfield Police Department, 250 Silas Deane Hwy.

Call to Order
Chairman Frank Blando called the meeting to order at 10:00am.
Chairman Blando read the Introductory Statement called the roll call.  8 appellants were present, 1 failed to show. The State Issuing Authority and 4 local Issuing Authorities were present, 1 failed to show.

Board Members Present: Chairman Frank Blando, Mr. Peter Kuck, Col. Kyle Overturf, Chief Carl Rosensweig, and Gudrun Johnson

Board Members Absent: Dr. Charles Dike and Mr. Jay Greer

Chairman Blando administered the oath to all witnesses.

Hearings: 12 cases were heard in the following order:

1) Case No. 15-028-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Attorney Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Dept. of Emergency Services and Public Protection.
Withdraw: Appellant withdrew. State will issue permit 5-25-17

2) Case No. 15-400-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Attorney Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Dept. of Emergency Services and Public Protection.
Withdraw: Appellant withdrew. State will issue permit
3) Case No. 15-245-D, involving the denial of a pistol permit to carry pistols and revolvers. The appellant was represented by Attorney Ralph D, Sherman.  Attorney Paul Bedard represented the local Issuing Authority, Chief John Daly, Southington Police Department with 2 witnesses.
Decision: By unanimous decision, the Board decided to find for the appellant.
4) Case No. 15-552-D, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Cpt. Jeff Morgan represented the local Issuing Authority, Chief Kevin Halloran, Branford Police Department with 2 witnesses.

Decision: By unanimous decision, the Board decided to uphold the denial for the Local Issuing Authority

5) Case No. 15-325-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Attorney Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Dept. of Emergency Services and Public Protection.

Withdraw: Appellant withdrew. State will issue permit in 6 months.
6) Case No. 15-265-R, involving the revocation of a pistol permit to carry pistols and revolvers. The appellant failed to show. Attorney Alex Giannone represented the State Issuing Authority, Commissioner Dora B. Schriro, Dept. of Emergency Services and Public Protection.
Motion: Board Member Overturf made a motion to find for the State Issuing Authority, Commissioner Dora B. Schriro, Dept. of Emergency Services and Public Protection, .Kuck seconded the motion, motion carried unanimously.

7) Case No. 15-511-D, involving the denial of a temporary pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. First Selectman, Susan Chapman, Town of New Fairfield, failed to appear.

Motion: Board Member Overturf made a motion to find for the appellant, by default, due to the Issuing Authority, First Selectman, Susan Chapman, Town of New Fairfield, failure to appear. Kuck seconded the motion, motion carried unanimously.

8) Case No 16-027-D, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Tpr. Patrick Hawes represented the local Issuing Authority, First Selectman Mark Walter, Town of East Haddam.

Motion: Motion made by Board member Kuck, motion failed.
Motion: Motion was reopened by Col. Overturf, seconded by Mr. Kuck, the Board found unanimously for the appellant.

9) Case No. 15-427-D, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf.  Attorney Judith Dixon represented the local Issuing Authority, First Selectman Patricia Mechare, Town of Canaan.

Withdraw: Appellant withdrew.
Secretary’s Report:
Secretary Overturf made a motion to accept the December 8, 2016 minutes as written, Board Member Kuck seconded the motion, motion carried.  Ms. Johnson abstained.
Adjournment: Board Member Kuck made a motion to adjourn, Board Member Overturf seconded the motion, motion carried. Meeting adjourned at 1:00 pm.
