BOARD OF FIREARMS PERMIT EXAMINERS

Call to Order

Chairman Joseph T. Corradino, Esq. called the meeting to order at 12:00pm.

  

Chairman Corradino called the roll call, 9 appellants were present. The State Issuing Authority and 4 local Issuing Authorities were present.

Chairman Corradino read the Introductory Statement and administered the oath to all witnesses.

5 Board Members Present: Chairman Joseph T. Corradino, Esq., Secretary T. William Knapp, Mr. Arthur Carr, Mr. Peter Kuck, and Colonel Kyle E. Overturf.

2 Board Members Absent: Mr. Jay Greer and Mr. Kenneth V. Tramadeo. 

Cases scheduled for hearings:

1)Case No. 12-036-D, Darrick-Isaiah Shelby involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Albert L. Costa, Jr. represented the local Issuing Authority, Chief Louis Fusaro, Norwich Police Department.  

Decision: By a unanimous decision, the Board voted to overturn the decision of the local Issuing Authority, Chief Louis Fusaro, Norwich Police Department, and for Mr. Shelby to be issued a temporary pistol permit.

2) Case No. 12-025-D, Antonio DiTuri, involving the denial of a pistol permit to carry pistols and revolvers. Attorney Ralph D. Sherman represented the appellant. Sgt. Baustien, represented the local Issuing Authority, Chief Jeffry W. Cossette, Meriden Police Department.  

Decision: By a majority, the Board voted to overturn the decision of the local Issuing Authority, Chief Jeffry W. Cossette, Meriden Police Department, and for Mr. DiTuri to be issued a temporary pistol permit. Carr, Knapp, Kuck, and Overturf voted for the appellant. Corradino abstained.

3) Case No. 12-018-D, Arthur Armstrong, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Robert Sampson represented the local Issuing Authority, Chief Patrick Ridenhour, Stratford Police Department.  

Decision: By a unanimous decision, the Board voted to overturn the decision of the local Issuing Authority, Chief Patrick Ridenhour, Stratford Police Department, and for Mr. Armstrong to be issued a temporary pistol permit.

4) Case No. 11-282-R, Kevin Williamson, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Lawrence Terra represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Withdrawal: The appellant, Mr. Williamson, withdrew his appeal due to a pending protective order.

5) Case No. 11-212-R, Kevin Moore, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Lawrence Terra represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a majority, the Board voted to uphold the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, the revocation of Mr. Moore’s pistol permit. Carr, Corradino, Knapp, and Overturf voted for the State Issuing Authority at this time. Kuck voted for the appellant.

6) Case No. 11-269-R, Paul Picher involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Lt. Lawrence Terra represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to overturn the decision of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, and voted for the reinstatement of Mr. Pilcher’s pistol permit.

7) Case No. 12-038-D, Edward Webb, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Officer Elizabeth Mazza represented the local Issuing Authority, Chief Dean Esserman, New Haven Police Department.  

Decision: By a unanimous decision, the Board voted to overturn the decision of the local Issuing Authority, Chief Dean Esserman, New Haven Police Department, and for Mr. Webb to be issued a temporary pistol permit.

8) Case No. 11-266-R, Robert Murphy, involving the revocation of his pistol permit to carry pistols and revolvers. Attorney Ralph D. Sherman represented the appellant. Lt. Lawrence Terra represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Withdrawal: The appellant withdrew his appeal.

Secretary’s Report:

1) Approval of the January 12, 2012 Minutes. Overturf made a motion to accept the minutes as written, Carr seconded the motion, motion carried. Kuck abstained.
