Call to Order

Secretary T. William Knapp called the meeting to order at 12 noon.

  

Secretary Knapp read the Introductory Statement.

Secretary Knapp called the roll call 6 appellants were present, 2 appellants absent, the State Issuing Authority was present and 2 local Issuing Authorities were present.

Board Members Present: Attorney Joseph T. Corradino, Chairman, Chief T. William Knapp, (Ret.), Board Secretary, Mr. Jay Greer, Mr. M. Peter Kuck, and Mr. Kenneth Tramadeo

Board Members Absent: Col. Kyle Overturf

Board Member Kuck made a motion to change the agenda to move the Secretary’s report to the beginning of the meeting. Tramadeo seconded the motion, motion carried.

Secretary’s Report:

1) Approval of the July 12, 2012 Minutes. Tramadeo made a motion to accept the minutes as written, Kuck seconded the motion, motion carried.

Kuck made a motion to recess until the Chairman arrived, Tramadeo seconded the motion, motion carried.

Chairman Corradino T. Corradino arrived at 12:12pm and administered the oath to all witnesses.

1) Case No. 12-151-D, Caridad Goyco involving the denial of a pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Kim Nikola was present to represent the local Issuing Authority, Chief Joseph L. Gaudett, Bridgeport Police Department.

Decision: By a unanimous decision, the Board voted to uphold the denial, of the local Issuing Authority, Chief Joseph L. Gaudett, Bridgeport Police Department, by default, due to the appellant’s failure to appear.

2) Case No. 12-159-R, Matthew Cannuli, involving the revocation of his pistol permit to carry pistols and revolvers. Attorney Theodore J. Wurz represented the appellant. Sgt. Paolo D’Alessandro represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with one witness.

Decision: By a majority, the Board voted to uphold the revocation, of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection. Board Member Kuck voted for the appellant. Board Members Corradino, Greer, Knapp, and Tramadeo voted for the State Issuing Authority, at this time.

3) Case No. 12-149-R, Daniel R. Hill, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant failed to appear. Sgt. Paolo D’Alessandro represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

Decision: By a unanimous decision, the Board voted to uphold the revocation, of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection, by default, due to the appellant’s failure to appear.

4) Case No. 10-278-R, Thomas Kibbie, remanded from Superior Court, involving the revocation of his pistol permit to carry pistols and revolvers. Attorney Joseph Merly represented the appellant with two witnesses. Sgt. Paolo D’Alessandro represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with two witnesses.

Motion: Chairman Corradino motioned to continue the case, deliberations and decisions, to Aug. 9, 2012, when Col. Kyle Overturf would be present. A copy of the audio minutes of the hearing and exhibits 100 to 106 will be sent to Col. Overturf.  Appellant exhibits audio DVD’s 104, 105 and 106, and a copy of the audio minutes of the hearing will be sent the all members present at the meeting. Secretary Knapp seconded the motion, motion carried.

5) Case No. 12-223-D, Alfred Comeau, involving the denial of a pistol permit to carry pistols and revolvers. Attorney Rachael M. Baired represented the appellant with two witnesses.  Attorney Roosa represented the local Issuing Authority, Chief Michael Gugliotti, Waterbury Police Department with two witnesses.

Decision: By a unanimous decision, the Board voted to overturn the denial, of the local Issuing Authority, Chief Michael Gugliotti, Waterbury Police Department, and voted for Mr. Comeau to be issued a temporary pistol permit.

6) Case No. 12-144-R, Tammy Turner involving the revocation of her pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Sgt. Paolo D’Alessandro represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with two witnesses.

Decision: By a unanimous decision, the Board voted to uphold the revocation, of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection.

7) Case No. 12-209-R, Luke McGurl involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Paolo D’Alessandro represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection with one witness.

Decision: By a unanimous decision, the Board voted to overturn the revocation, of the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection and voted for Mr. McGurl to be reinstated his pistol permit.

8) Case No. 12-142-R, Christen Collington involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Paolo D’Alessandro represented the State Issuing Authority, Commissioner Reuben F. Bradford, Department of Emergency Services and Public Protection. Sgt. D’Allesandro asked for a continuance due to his witness having a death in the family.

Motion: Secretary Knapp made a motion to consider the State Issuing Authority’s request to continue the case. Tramadeo seconded the request, motion carried.

Motion: Secretary Knapp made a motion to continue the case to August 9, 2012, Tramadeo seconded the motion, motion carried by a majority. Kuck voted against to the motion, Corradino, Greer, Knapp, and Tramadeo voted for the motion. Motion carried.

Secretary’s Report:

Secretary Knapp read a letter from an appellant, Mr. Altieri, who had not appeared at the July 12, 2012 hearing. Mr. Altieri asked the Board to consider his reasons why and to place him on the schedule. No action was taken.

Adjournment: Tramadeo made a motion to adjourn, Knapp seconded the motion, motion carried.
