The Commissioner of Energy and Environmental Protection has provided notice to the Attorney General of an abnormal market disruption regarding the wholesale price of motor gasoline or gasohol. Pursuant to Conn. Gen. Stat. § 42-234, no seller of motor gasoline or gasohol shall sell, or offer to sell, an energy resource at an unconscionably excessive price between April 13, 2026, and May 13, 2026.

Attorney General Statement On F&S Oil Guilty Plea In Federal Court

“My office is actively investigating Richard Stevens in connection with the collapse of F&S Oil. If the facts warrant, we will seek to impose further sanctions, including monetary penalties or forfeiture. 

           

“My office has already obtained $1 million in restitution for F&S customers, which will be distributed soon to eligible consumers. We are continuing to investigate in an effort to provide additional restitution.

“I commend the U.S. Attorney’s Office and federal law enforcement officials for their hard work in winning this guilty plea. I am pleased that federal authorities have brought to justice an individual at least partially response for F&S’ failure -- leaving thousands without oil or services in the midst of the heating season.”
