Allegation(s)
The Parent alleges that the District failed to provide the Student access to medical homebound instruction. (RCSA § 10-76d-15).
Conclusion(s)
Based on all information reviewed, the District complied with its obligations under RCSA § 10‑76d‑15. Connecticut regulations require that instruction for a student who is unable to attend school for verified medical reasons begin no later than the eleventh day of absence, provided the District has received written notice that meets the requirements of subsection (a). The documentation available indicates that the District received the completed homebound instruction form on June 9, 2026. Accordingly, the District would have been required to initiate instruction no later than June 24, 2026. The academic year, however, concluded on June 17, 2026, prior to the date by which instruction would have been required to begin.
The regulation also permits instruction to be delivered in the home, hospital, or another appropriate site considering the student’s medical needs. The District provided tutoring during Extended School Year at the high school the student would attend in the fall, with the intention of supporting a successful transition. The student attended all scheduled tutoring sessions and earned sufficient credit to progress to tenth grade.
Because the District acted in accordance with RCSA § 10‑76d‑15 and provided appropriate instructional services within the regulatory framework, no violation is found. No corrective action is required.
