Due to inclement weather, the Teacher of the Year Ceremony has been postponed to December 16, 2025 from 5-7pm. Doors will open at 4pm. The Ceremony will take place at the Bushnell Theater in Hartford, and the order of events will remain the same.

Allegation(s):

  • The District was unable to produce a complete copy of the Student’s educational record within 10 school days (34 CFR §§300.610-613 and RCSA §10-76d-18)

Conclusion(s):

  • The District did not provide the Parent with a complete copy of the requested records within the required 10-day timeframe. Under FERPA, a school must provide a parent with an opportunity to inspect and review his or her child’s education records within 45 days following its receipt of a request. However neither of those timeframes were met. The District failed to provide the Parent with a complete copy of the records and failed to notify the Parent, following the initial request was processed, that a portion of the record may have been destroyed. This failure constitutes a violation of both state and federal regulations governing the rights of parents to access their child’s educational records. Corrective Action required.

Corrective Action(s):

  • Since it has been over ten months since the Parent’s original request for records, the District is obligated to provide the Parent with a complete copy of the Student’s record by September 26, 2025. A representative from the District will email the Parent weekly with an update on the status of locating the remaining records. If the District is unable to locate a complete copy of the Student’s record by the above date, then the District will immediately notify the Parent. The district will notify this office of the extent of the damage to educational files caused by the water leak, as well as their plan to inform the affected students and families.
