Issue 2
Without a recording of the PPT meeting, this investigator had to rely on interviews with all members of the Student’s PPT. It is determined that the District likely read the notice of availability of mediation services at the PPT meeting held on April 2, 2026. The District is not in violation of Connecticut General Statutes (CGS) Sections 10-76d(a)(10)(F)(iii) and 10-76z(a)(7). No corrective action is required.
Issue 3
The District fulfilled the request for records on April 23, 2026, which was 11 school days following the Parent’s request. The District acknowledged in their response to this investigation that the request for records was fulfilled 11 days after the Parent’s request. The District is in violation of RCSA § 10-76d-18. Corrective action is required.
Corrective Action(s)
- The District must create a tracking system for requests to inspect and review a child’s education record to ensure records are provided without unnecessary delay.
- A copy of the tracking system must be sent to this investigator no later than June 30, 2026.
