Allegation(s):

  • The Parent alleged that as of June 25, 2025, she still had not received the IEP from the PPT meeting held on June 5, 2025. RCSA § 10-76d-13(a)(6)

Conclusion(s):

  • Although the Parent had not signed consent for the initial provision of special education services which kept the District from finalizing the IEP within five school days of the PPT meeting, the draft IEP was not generated in CT-SEDS until June 18, 2025, which was 9 days after the PPT meeting held on June 5, 2025. Furthermore, the Parent’s email address was not entered into the Parent Portal in CT-SEDS which kept the Parent from receiving any parental notifications from the CT-SEDS Parent Portal (which includes PPT documents). The District has since resolved the issue by adding the Parent’s email address. At the time of the filing of the state complaint, the District was in violation of RCSA § 10-76d-13(a)(6) as the District did not generate the draft IEP in CT-SEDS until 9 days after the PPT meeting and the Parent’s email address was not properly added into CT-SEDS to allow the Parent to view the Student’s special education documents following the PPT meeting. Corrective action is required.

Corrective Action(s):

  1. The District must review the required timelines of RCSA § 10-76d-13(a)(6) with the PPT members present at the PPT meeting held on June 5, 2025. The content of the review and staff signatures and date must be sent to this investigator no later than October 10, 2025.
  2. The District must provide clarification to the staff responsible for entering the Student’s parental information into CT-SEDS for the Parent Portal to ensure that email addresses are correctly entered in order for Parents to receive notifications from the CT-SEDS Parent Portal. The content of the review and staff signature(s) and date must be sent to this investigator no later than October 10, 2025.
