Due to inclement weather, the Teacher of the Year Ceremony has been postponed to December 16, 2025 from 5-7pm. Doors will open at 4pm. The Ceremony will take place at the Bushnell Theater in Hartford, and the order of events will remain the same.

Allegation(s):

  • Failing to implement the Student’s individualized education program (IEP) (34 CFR §§ 300.323(c)(2) and 300.17(d)).

Conclusion(s):

  • The District/ Magnet School is in violation of 34 CFR §§ 300.323(c)(2) and 300.17(d), RCSA § 10-76d-1(a)(3). The Student was not provided with the special education services identified in his IEP from August 29, 2024 – September 27, 2024.

Corrective Action(s):

  1. The Magnet School will provide compensatory services for the 9 missed sessions of specialized language instruction and specialized math instruction that occurred before September 27, 2024. Special education teacher has added an additional 1 hour per week of compensatory time for reading and an additional .5 hours per week of compensatory time for mathematics. Per the Student’s IEP dated October 22, 2024, specialized reading instruction decreased to 60-minutes per week and specialized math instruction remained at 90-minutes per week. Once compensatory specialized reading instruction is completed, the teacher will increase compensatory specialized math instruction to 1 hour per week.
  2. Occupational Therapy and Physical Therapy services are outside contracted services. Once the magnet school secured the services, the Student began to receive them. At the October PPT, the team developed a plan for compensatory services. OT will be providing 45-minutes, 1x per week for 3 weeks. PT will be providing 45-minutes, 1x per week for 3 weeks. c. The speech and language pathologist was new to the district. In order to compensate for the time missed, the speech pathologist added an additional 30-minutes session each week to the provider's schedule.
