Allegation(s):

Conclusion(s):
- The Student’s IEP states that progress reports on IEP goals and objectives must be provided to the Parent consistent with general education grade-level report cards. The District indicated that general education grade-level report cards were distributed on November 8, 2024, January 30, 2025, April 4, 2025, and June 11, 2025. The District indicated that a progress report on IEP goals and objectives was not entered in CT-SEDS or provided to the Parent in November 2024 due to a special education teacher vacancy. A progress report on IEP goals and objectives was entered in CT-SEDS on April 1, 2025. The District indicated that a progress report on IEP goals and objectives was not entered into CT-SEDS or provided to the Parent in June 2025. The District did not provide the Parent with a description of the Student’s progress toward meeting the annual goals in accordance with the Student’s IEP in November 2024 or June 2025. Therefore, the District is in violation of 34 CFR § 300.320(a)(3). Corrective action is required.
Corrective Action(s):
- On or before November 28, 2025, the District shall provide the Parent with an updated progress report with a description of the Student’s progress toward meeting the annual IEP goals and objectives. The progress report must be submitted to the CSDE. For the remainder of the 2025-2026 school year, the District must submit the Student’s progress reports in accordance with the Student’s IEP to the CSDE. The District shall provide training to special education case managers in the documentation of Student progress on IEP goals and objectives in accordance with the Students’ IEPs. Such training may be in a form chosen by the District (e.g., memorandum, video, live, etc.). Such training must take place no later than November 28, 2025. No later than November 28, 2025, the District shall provide the CSDE with an attestation that the training has occurred.
